ATTRIBUTION:Admiral CHESTER W. NIMITZ, speech at the University of California, Berkeley, March 22, 1950.—The San Francisco Chronicle, March 23, 1950, p. 7, reported only the second sentence, but both can be found on a typed line of quotations by Admiral Nimitz received from the Navy Department Library.
