Rudra.
 
Father of the tempest-gods. The word means “run about crying,” and the legend says that the boy ran about weeping because he had no name, whereupon Brahma said, “Let thy name be Rud-dra.” (Sanskrit, rud, weep; dra, run.) (Vedic mythology.)   1
