Past Response and Alternatives:
The government in London responded immediately and quickly. They used a coordinated
plan that minimized disruption, and everyone knew their role. London has approved the Civil Contingency Act, which sets out the specific roles and responsibilities of agencies involved in emergency preparedness and response. London was warned of an attack, but no one knew when or where it would occur. London was planning, preparing, and rehearsing its response. Emergency planners say they have been working for years to develop effective plans to respond to terrorist attacks. Respondents also experienced problems with wireless communication. Radio systems used by British Transport Police and London Underground staff worked in tube tunnels, but radios from other responding agencies, including MPS, did not.
Decisions
and
Policies:
Since having a communication issue really effected the passengers underground and was found out later it could help and make a big impact on the passengers on the trains, trains on the Central, Northern and Jubilee Lines currently have equipment that allows passengers to speak with the train operator in an emergency. Another thing Immediately after the first attack, the City
of London Police, responsible for the Square Mile in central London, restricted access to mobile phone networks to certain users to reduce network traffic and increase availability for emergency
responders. However, this had the unintended consequence of blocking access to many responding agencies, including the London Ambulance Service. The London Ambulance Service
was able to communicate by alternative means. The restrictions did not cause significant damage. However, this example highlights the need for interagency planning.
U
nintended consequences
In my opinion, after reading about the London bombings, the response was positive, and the relationship they had with the surrounding countries were affective, and they help they received from them was outstanding. Although countries, prepare for terrorist attack, no country is ready till it happens. The response was so quick and due to London’s protocols for inter-
agency coordination helped minimize major problems.
Other
Countries
Officials in London learned valuable lessons from the multi-agency response to the July 2005 bombings, finding that the flexibility of London's interagency coordination protocols helped reduce major problems in emergency coordination. Officials in London communicated with each other and implemented agreed procedures. As a result, command and control systems began to function quickly, confusion arose about agency roles and responsibilities, and a unified message was sent to the media. UK legislation such as the Crime and Disorder Act 1998 and the Civil Conditions Act provide a framework for multi-agency partnerships. The Crime and Disorder Act requires local authorities, including the police and health authorities, to work together to develop crime prevention strategies. The Law on Civilian Contingents establishes specific roles. and the responsibilities of the relevant authorities, Emergency preparation and response.
