State Credentialing Board Research Project
The focus of this paper will be to discuss the licensure requirements in the state of Arizona. Arizona State Board identifying information will be discussed. The mission of the state board of Arizona will be reviewed as well as their regulatory authority and scope. Licensure and certification requirements will be examined. The different tiered levels of licensure will be reviewed. The states legal complaint process will be discussed. Obtaining a professional counselor license is the next progressive step toward expanding ones skills and knowledge beyond their educational degree therefore it is important to be aware of the requirements in the state that one is practicing.

The Arizona Board of Behavioral Health Examiners officially declares that notifications of meetings of the Board and Academic Review Committee are displayed in the lobby of the Board's office located at 1740 West Adams St., Phoenix, AZ 85007. This is in accordance with A.R.S. § 38-431.02(A)(1)(a). The full agendas for all Board and ARC meetings are also available in the lobby of the Board office (ASBBHE, n.d.a).

Meetings of the Board and ARC are recorded in digital audio format, which is accessible five working days after the meeting and is kept for three years after that. By choosing the relevant meeting from the Meeting Information dropdown menu, you can review agendas, minutes, and recordings of board meetings (ASBBHE, n.d.a). The last meeting that was found on the website took place November 09, 2023. There is a
calendar on the website, and it seems that although the board meets once a month, there does not seem to be a set schedule, i.e., first Friday of the month. According to the calendar the meetings take place mostly on a Friday, sometimes the first week, second week or even third week of the month (ASBBHE, n.d.a).
Mission of the State Board
To safeguard the public, the Arizona State Board of Behavioral Health Examiners (n.d.a) has as its duty to govern the practice of certified behavioral health professionals. As per ASBBHE (n.d.a), they are responsible for establishing and maintaining performance standards and qualifications for professionals working in the fields of social work, marriage and family therapy, counseling, and substance abuse counseling.
Regulatory Authority and Scope
There are a total of twelve (12) persons on the Board of Behavioral Health Examiners (8 professional and 4 public members) (ASBBHE, n.d.a). The board oversees social workers, marital and family therapists, professional counselors, and counselors for substance addiction (ASBBHE, n.d.a). Every discipline that is governed by the Board has an academic review committee. Three license holders or those with 10 years of core or full-time faculty experience

in a college or university make up each committee. The committees advise the Board with regard
to licenses and educational programs from regionally approved schools or universities whose programs are not otherwise accredited by the Board (ASBBHE, n.d.a). The ASBBHE is under the authority of the Arizona State Legislature (n.d.). The Arizona State Legislature (n.d.) lists the
statutes for the Board of Behavioral Health Examiners in Chapter 33. Chapter 33 (Arizona State Legislature, n.d.), lists eight articles covering definitions, qualifications, terms, powers and duties, compensation, licensure, regulation, and duties (this is not an exhaustive list). The specific statutes and rules that govern the board’s activities are in this aforementioned Chapter 33: Articles 1-8. The specific discipline(s) regulated by the board are Social Work, Counseling, Marriage and Family Therapy, and Substance Abuse Counseling (Arizona State Legislature, n.d.). In each of these disciplines, the board has authority to regulate the licensure, qualifications,
and supervision, as well as handling complains (Arizona State Legislature, n.d.). Licensure and Certification Requirements
According to the American Counseling Association [ACA] Code of Ethics (2014), counselors only list valid, up-to-date licenses and certificates on their records. It is important for the counselor to practice within their scope of expertise and to not misrepresent their credentials. The licensure and certification requirements for the state of Arizona are listed on the ASBBHE (n.d.b) website. Listed on the site are requirements for Social Work, Counseling, Marriage and Family Therapy, and Substance Abuse Counseling. Only the licensure and certification requirements for Substance Abuse Counseling from Article 7 of the ASBBHE (n.d.b) will be mentioned in this paper as that is the future profession of the author.
