Case Study 8 – Dealing with Elders

You were hired two years ago by the Greater Perth School District as the new Regional Athletic
Director. Your tenure includes the annual evaluation of ten senior high school athletic programs.
Being an outsider, you spent the first year reviewing the historic files of all athletic directors;
talking to senior high administrators; attending dozens of parent booster associations as well as
talking to thousands of parents and athletes.
Additionally, you are privy to the operational budgets of each program along with the BOOSTER
Club financial records.
From this introspection you decipher that Cyril Jackson Senior High School in particular, there is
a major problem.
CJ has profound discrepancies in both in its budgetary accountability but also
in the day-to-day operations of the athletic program.
You make note of the following inconsistencies:
a.
The Comptroller, Art Smith, reports that he has an off-the-books escrow of over
$100,000 in an Athletics Fund.
The Comptroller and Athletic Director, Tom Brown, are
the only signatories to the fund which operates outside of the general fund. Review
shows that this is a “slush” fund for the Athletic Department which is being underwritten
by unidentified donors who are business colleagues of Mr. Brown.
b.
The coaching staff includes two sons of the Athletic Director; his sister-in-law and three
of his friends, who are paid on retainer to provide “specialized services.” Range of ages
of the his group is 45 to 66 years.
c.
On recent pre-season games, parents of team players were paid monies to help
supervise over-night travels to compensate for monies they would have lost from being
away from their business.
d.
Several parents were given CJ credit cards to pay for student/athlete expenditures
which is against District Policies. No receipts have been requested for these transactions.
The Comptroller says he has it under control.
e.
Annual equipment purchases have been through two local sports organizations which
have not changed in fifteen years. Nothing has been put out to bid in twenty years.
The CJ athletic program has a limited amount of success over the last ten years.
A growing
number of parents have expressed dissatisfaction in that select student/athletes who play
multiple sports with the coaches, are given play preference over the one-sport athlete.
Last year the basketball coach was tossed from three games for misconduct; he openly pushed
one of players during a play-off game and has been on medication for anger-management
issues. The coach, Terry Bussard, was the last person to win a regional championship. He is
known as getting the most from his players on and off the field. By the way the coach is the
brother-in-law of the Athletic Director.
It appears the Coaching Staff has no accountability even skipping mandatory coaching and rules
clinics over the years. Most referee/officials’ groups have a poor relationship with the AD and
the program which has been intact for decades. In secret, the principal, Les Toil, notes that he is
afraid of the AD. Many teachers have had run-ins with the AD, losing battles over player
academic/athletic eligibility. They fear reprisal in the community if they challenge the coach.
Reports of harassment and physical/sexual abuse are many; but nothing has ever “stuck.”
Further investigation shows that the AD has two painting businesses; he is co-owner of one of
three real estate agencies in town as well as a member of the local Chamber of Commerce.
Mr. Brown is seen as an untouchable, a legend and a pillar of the community…according to Mr.
Brown himself. He is 67 years old.
Some people think he is stuck in the seventies…at least his
language, his attire, his language and his treatment of female/male athletes is concerned.
Everything in your gut cries, cronyism and corruption.
When you make your report to your superior, he tells you that you were brought in to “clean
up” places like CJ. Your supervisor, Tom Brady, tells you that he tried unsuccessfully to remove
Mr. Brown a decade ago.
Now it is up to you.

making, autonomy, paternalism, vulnerability and dependence as they apply to the Mr. Brown
and the athletic program’s value to the CJ school system.
