Topic 6 DQ 1 ADM 624
How critical is effective leadership in the implementation of a policy? Explain and defend your
answer with evidence.
Policy implementation is the process of putting into action the guidelines that
stakeholders should follow to attain specific policy goals. The system is made by few decision-
makers but implemented in the entire organization. Because other stakeholders are not used to
the newly formulated policy, a leader is required to direct the whole process. This is because
Leadership ensures that all organization's stakeholders are focused on a common goal.
According to Khan, (2016), a policy can only be referred to as the best policy after successful
implementation. The policy-making process may fail at the implementation level if the
leadership is not effective enough. This means stakeholders will not follow the rules defined by
the policy. Thus, policy goals will not be achieved. This shows how critical it is to ensure there is
effective leadership in the organization for the successful implementation of the policy. The rate at which policy is adopted in an organization depends on the effectiveness of
leadership (Khan, 2016). It is evident that new policy implementation in an organization tends to
be slow or ceases if not enforced. That is why leaders should ensure that policy rules are
consistently applied until the policy is fully adopted. For example, safety policy in an
organization involves training the employees and observing whether they follow the safety rules.
Also, a leader is required to oversee the policy implementation process. That is, a leader should
be able to forecast the success of the policy implementation depending on the stakeholders'
reactions. Leaders are also responsible for identifying conflicting policy rules that need
refinement. This is a difficult task if the organization does not have effective leadership.
Therefore, leaders should strive for effective leadership to achieve policy goals in time.
