A. Dow Chemical and their Stakeholders Dow chemical company, also known officially as Dow Inc, is a multinational company whose headquarters is in Midland, Michigan USA. Herbert H. Dow founded it in 1897 and invented a new way to extract bromine and is now a supplier of raw materials. The company is one of the three largest chemical producers in the world. It is in about 160 countries, 35 of which are in the U.S. It employs approximately 54,000 people worldwide. The target customers for the training that we want to do are the employees in the factories as there are at least 3 accidents happening every quarter and the standard is 1 accident.

B. Performance Problem at Hand
There is a lack of knowledge about chemicals and improper handling of chemicals which may be
life-threatening resulting in decreased employee retention.
If employees are not trained adequately, it can lead to serious health risks and even fatalities. Chemical exposure can cause serious illnesses such as long-term health problems. Accidents such as chemical spills can also cause environmental damage which can put the health and safety
of employees and the environment at risk.
A lack of knowledge and training about chemicals can have a direct impact on an organization's Environmental Health and Safety (EH&S) policies. Organizations have a responsibility to provide a safe and healthy working environment for their employees and to comply with regulations and standards set by local, state, and federal agencies. Failure to adhere to these standards can lead to legal and financial consequences, as well as damage to the organization's reputation.
Overall, the lack of knowledge and training about chemicals can create a performance problem within the organization. Employees who are not properly trained and educated may not be able to
perform their jobs effectively, leading to decreased employee retention. It is essential for organizations to provide their employees with the necessary knowledge and training to perform their jobs safely and effectively.
There are many problems or symptoms the organization is facing that require the development of
a training solution. They put the wrong safety labels on containers. They eat their food around a dangerous chemical environment. They wipe their hands on their uniforms after handling chemicals. They do not wash their hands after handling chemicals. They don’t know how to

handle chemical filtration processes. Managers see chemical spills, and no one took the initiative of cleaning them until asked. Supervisors catch employees disposing of trash into the wrong bins. There is improper use of PPE (Personal Protective Equipment) during work hours. There is cross-contamination of chemicals resulting in harmful gases in the factory. Employees are not properly disposing of chemicals in “Hazardous Waste,” at least 3 accidents happen every quarter and the standard is 1 accident, so there’s at least one employee getting hurt. An employee got a skin rash due to chemical exposure. We want to design this training mainly for the Floor shop employees, warehouse workers, any employees that directly handle the manufacturing process of
chemicals. In total, around 5000 employees need this training.

C. How We Identified Training Needs
At Dow safety is our priority, employees’ chemical safety training is a necessity. To identify the training need we implemented a performance assessment. The performance assessment measures
how well the employee performs the skills required for the job. In this case we implemented the observable tasks, behaviors, and attitudes of the chemical manufacturers at Dow.
First, we assumed that the need exists, and that training is needed. Next, we used Job Analysis as a technique to identify performance gaps. We then listed the tasks that an individual performs in a job and gathered data. Next, we collected data from a sample of employees as well as personal experiences of managers. We also conducted surveys to see where the employees are lacking in knowledge. Employees as well as managers and supervisors took part in the survey. We defined clear performance expectations: Established clear and measurable goals, objectives, and expectations for the employee's job responsibilities. We made sure to gather data and collect relevant data and information, such as job tasks, job descriptions, and performance records. We then evaluated performance and compared the employee's actual performance to the established expectations. We considered both quantitative and qualitative factors. We calculated ROI to ensure that the training is affordable and effective enough for Dow Chemical to implement. We provided feedback and shared the results of the assessment with the employee in a private and professional manner. We provided constructive feedback and offer suggestions for improvement. Therefore, using performance assessment we were able to identify the tasks that need to be improved or changed.

By using this method, we identified chemical handling needs to be improved or changed to help us improve the performance of the company overall. Our performance assessment also evaluated the effectiveness of training using instructional materials and methods to help achieve the desired
learning and training outcomes. The training was formative, to provide feedback for improvement during the design process and evaluate the overall impact of the instruction after its
completion.

D. Dow Chemical Employee’s Characteristics and Context Analysis

Will they participate? Given the high accidental rate that the company has and the overall risks that are associated with handling with chemicals, we anticipate that employees will be willing to participate in the training programs we design as it relates to their safety and overall health. We decided to conduct the training within the warehouses the employees are located in. This is because most of the employees will be directly handling chemicals so teaching them in the environment, they’re supposed to be in can facilitate learning easier and save money from hosting it somewhere else. It is an entry-level position, so for the most part, little to no experience is needed so designing a program that’s at a slower pace could provide a better learning experience for everyone. Along with that, they are the ones that directly handle chemicals, so we do not want to miss out on details that could cause harm to themselves or others. The training will begin in a quiet, sound-proof conference room in the plant where computers are available for initial training. Initially, employees are required to take a chemical safety training course in our LMS SABA which as created using Articulate storyline. The training course or e-learning course will be available in English, Spanish and French as all the employees in the plants speak one of these 3 languages. The course will have 2 paths. 1

path will be for entry-level employees, the second path will be for a bit more experienced group who know the basics. The course will be followed up by a 20-question quiz where the passing score is 100% with multiple attempts to make sure the learners understand the material. The course would require re-certification every 6 months after completion. The training will be followed by a live demonstration by trainers to show them everything they’ve learnt in real time for enhanced learning.

E. Methods Used to Identify the Content of the Training Solution
Topic Analysis
Our team decided on topic analysis as the method to identify tasks to be taught. The topic analysis provides the necessary knowledge about working with chemicals to ensure employees are aware of the chemical manufacturing process and the hazards at hand. We observed the day-
to-day process employees go through which helped us identify each content. With the topic analysis in place, our team has coordinated with our SME to derive the lists of topics to be conducted at Dow Chemical. These are:

Our team also decided to create a procedural analysis to show the steps of working with chemicals, from preparing employees to work with the chemicals until they are done and have to clean up.

Our team specifically made the tasks in this order as it typically follows the routine of how employees will interact with the chemicals/compounds. First, they must search for the chemicals they are working with, then, find the proper equipment to operate with the chemicals, next, if something were to happen, there will be methods of communicating these hazards with others, and finally, once they are done with their work, they should be able to know how to return and

clean up after their work. We are hoping that this order of operations will emulate a realistic scenario when handling chemicals so that the real process goes smoothly. Learning Objectives
After conducting the task analysis, our team proposed four objectives that we want the employees at Dow to have learned at the end of the training. Once the training is completed, the employees will be able to:

Explain the risks associated with handling these chemicals, including health hazards, fire hazards, and environmental hazards.
2.
Utilize the communication method effectively with their team, thus preventing any potential hazard sources or improper handling of chemicals.
3.
Handle PPE (Personal Protective Equipment) correctly with safely handling hazardous chemicals, demonstrating proper technique.
4.
Perform how to properly dispose of the materials used to create the compounds necessary
for the company.
Objectives one and two will fall under the cognitive domain while three and four falls under the psychomotor domain. These learning objectives will serve as a framework for developing our training program. They will help us choose appropriate instructional activities and assessment strategies that align with the desired learning outcomes.

We believe presenting in a lecture format would be the most effective delivery method. The reason why is due to the large number of employees. Employees all have at least a high school diploma/GED. Benefits of a lecture format (Face to Face) includes:

Can often be fairly quickly designed

A presentation can be easily modified
Can be motivating and interesting
The ability to learn together in a cooperative manner
Instructional Strategies (Nusaba Nur)
For our delivery method, we will be using cooperative learning. This is because our goal is to establish proper communication systems amongst employees. Utilizing cooperative learning would also help co-workers know each other more and develop trust with one another during the training. We will also conduct a role-playing format which would be appropriate for our training as we also want employees to understand how to properly handle personal protective equipment and dispose of hazardous materials so having this method can reenact a real-time scenario. We also would incorporate drill-and-practice, which can also be used during our training as we want employees to remember the risks associated with handling chemicals and the potential hazards that can appear if they are handled improperly.

For our training, we would deliver technology-based instruction as it is effective at delivering the
training we are giving to the employees at Dow Inc. The technology we would use to train new and current employees is individualized computer/web-based instruction and our strategies will be simulation, games, drill practice, and tutorials. We will use drills and practice through web-
based videos that show how the work is to be done, and test employees on their knowledge after being shown the drill. We will use simulations/games to give the employees experience of what to do in each situation, like if a fire appears or chemical spillage happens. Additionally, the video
tutorials will act as foundational guidelines to follow, to not create panic when a new situation arises.
Learning Assessment (Laura)
For the learning assessment, to measure the efficiency of learning, reactions, and long-term benefits of the program we will be conducting summative evaluation. 1. To address the first objective, the lecture will cover the different dangers caused by chemical, fire, and environmental hazards, risks involved and how to react appropriately.
Trainees will be able to learn about the different dangers caused by chemicals, fire, and environmental hazards.

2. For the second objective, the learner should be able to handle PPE (Personal Protective Equipment) correctly with safely handling hazardous chemicals, demonstrating proper technique.
We will evaluate how comfortable an employee is using specific pieces of equipment.
- We will ask participants to demonstrate how they handle equipment, and we will have a rubric to determine if they are handling equipment effectively.

- What type of equipment will be necessary to put out chemical spills? - What type of equipment is needed to put out a chemical fire? - How do you determine which equipment to use, based on the hazard at hand? - What should you do when there is no equipment to be found, and a hazard is happening? 3. The third objective will teach learners how to properly dispose of chemicals. We will evaluate learners on this by having trainees properly dispose of each material to the same standards and comparing how employees handle one material to another.

they were working with.
At the end we will have a 2-question questionnaire.

4. Finally for the fourth objective, the facilitator will address effective communication skills and methods that leaders should practice with their team to help prevent any potential hazard sources or improper handling of chemicals.

For our plan to implement the training for handling chemicals and equipment safely, we decided that the training materials should be selected based on the learning objectives. Materials include computer-based training, demonstrations, hands-on exercises, and interactive activities.
An experienced employee will be assigned to conduct the training and the material used for each lesson will depend on the lesson. Once the training is complete, the knowledge of the trainee should be assessed through quizzes, assessments, or hands-on demonstrations to the trainer.
Trainees will be given assessments and critiques throughout the training. We’ll then follow up with trainees after the training to make sure that they retain the information and are applying it to
work.
Dow employees will be able to properly dispose chemicals and use personal protective equipment after finishing this training course.
