Ans - The RFPQ has a submission cutoff date of Monday, March 15, 2021 at 1:00 p.m. What is the deadline for Questions to the Owner? Ans - The questions-to-the-owner submission deadline is Monday, March 8, 2021 at 3:30 PM. Question 02: (2 Marks) Who is the City of North Bay contact for Post Bid closing communication? Ans - After the bid closing, you can get in touch with the City of North Bay by reaching out to Mary- Ann. What is their contact information? Ans - Kotylak, Purchasing Manager, at purchasing@northbay.ca Question 03: (1 Mark) Explain the requirements of the GC in regards to acknowledgement of Addenda? Ans - All updates or additional information (addenda) related to this Request for Proposal and Quotation (RFPQ) provided by the City of North Bay during the bidding process will be shared with the general contractors. It is mandatory for a general contractor (GC) to thoroughly review each addendum and any associated documents before submitting their response through the bidding system.
Question 04: (1 Mark) Explain the terms required by the City of North Bay in regards to Conflict of Interest. Ans - In the context of this Request for Supplier Pre-Qualification (RSPQ), "Conflict of Interest" pertains to any situation where: (a) the respondent gains an unfair advantage in the RSPQ process or participates in activities, whether directly or indirectly, that could provide it with an unfair advantage. This includes, but is not limited to: 1. Having access to or being in possession of sensitive City information that was not disclosed to other respondents for their response preparation; or 2. Communicating with anyone for the purpose of acquiring or retaining business. Question 05: (1 Mark) What is the construction budget for the Community and Recreation Centre? Ans - The budget for constructing the Community and Recreation Centre is approximately $35,000,000.00, excluding taxes. Question 06: (1 Mark) Provide 10 items defining the scope of work for the project? Ans - The project's scope includes the delivery of items and their supply and installation, encompassing various components such as: 1. Gardening and tree planting. 2. Accessible stalls and dressing rooms. 3. A venue for gatherings and a social hub (lobby). 4. Offices for admittance and the kitchen. 5. On the upper level, there is a walkway and an observation platform. 6. Work on the substructure/foundation. 7. A facility for cooling ice rinks. 8. Building AV, IT, and communication systems. 9. Site and building signage. 10. Commissioning and testing. Question 7: (2 Marks) Based on the tentative schedule:
What is the date for the start of construction? What is the Substantial completion date for the project? Ans - The project is expected to be completed mainly in the fall or early winter of 2022, with construction scheduled to start in July 2021. Question 8: (1 Mark) What are the insurance requirements of the RFPQ? Ans - The insurance requirements for the RFPQ are as follows: 1. Proof of Coverage: Chosen respondents must provide proof, in the form of a letter or endorsement from the insurance provider, dated no more than four months ago, demonstrating their ability to meet the minimum coverage requirements. 2. CCDC Insurance Requirements 2020: The CCDC Insurance Requirements, dated December 14, 2020, outline the minimum insurance standards that the Contractor must maintain for the Project. There are specific modifications as follows: a. General Liability Insurance: Utilize CCDC41 - Item 1 for general liability insurance. It should be a single project/rap-up liability coverage, subject to specific limitations approved by the City of North Bay. b. Coverage Limits: Maintain a maximum aggregate amount and a minimum of ten million dollars ($10,000,000) for each occurrence. c. Coverage Extension: Align coverage with BC Form 2100 and provide a twenty-four (24) month extension starting when the work is substantially finished, in compliance with the terms of the certificate of substantial performance of the work. d. Builders Risk Insurance Deductible: Modify CODC41 - Item 5 to ensure that the deductible for the Broad Form (Builders Risk) Insurance does not exceed Twenty-Five Thousand Dollars ($25,000). Question 9: (1 Mark) What are the requirements for Bonding? Ans - The requirements for bonding are as follows: 1. Submission Timeline: Chosen respondents must, within 12 days of this Request for Prequalification, provide a letter from their bonding company. This letter should detail their complete bonding limit, current bonding commitments, continuous availability, and future bonding capacity specifically for this project. The bonding should cover 100% performance and 100% labor and material for a project valued up to $40 million.
