Answer ONLY THREE of the following four questions. (If you answer more than three, only the first three questions you answer will be graded.) The questions have equal weight . 1. “When calculating individual car insurance rates, your age, marital status, gender , car model and the neighborhood you live in are among the factors taken into consideration…. Younger drivers’ insurance costs are stacked against them just by virtue of being younger…. Within the city of Toronto, the neighborhoods with the most expensive postal codes (M3N and M9M) are Humber River – Black Creek.” ( Toronto Star , March 14, 2022, p. B1). (A) Explain the concept of statistical discrimination and discuss why you feel statistical discrimination by gender is, or is not, “fair” in the example of car insurance . Comment on the use of postal codes as a factor, given that there is some racial segregation by neighborhoods in Toronto. Also comment on the case of a young, married female employee who is passed over for a promotion because the employer anticipates that she may have children in the next few years and leave the labour force? (B) Assuming that females earn less than males on average, use two separate diagrams to explain how the Oaxaca decomposition technique can be used to decompose the earnings gap between females and males into a “legitimate” component and a “discriminatory” component in two separate cases: (i) when males have, on average, more experience than females and (ii) when females have more education than males on average. Based on the results in Pelletier (2019) describe the magnitude of the gap in hourly earnings between males and females in Canada and indicate approximately what proportion of the gap is “legitimate” (i.e., due to differences in productive attributes) and what proportion is “discriminatory” (discrimination and unmeasured factors). 2. “Ontario hiked its minimum wage [from $15.00 to $15.50 per hour] effective October 1…. ‘We’ve been calling for a $15-an-hour minimum wage for so many years now, it’s no longer enough’ said Bea Bruske, president of the Canadian Labour Congress. ‘It really needs to be $20-an-hour.’” ( Toronto Star , October 4, 2022, p. B1) (A) Describe how the Ontario government’s policy on the minimum wage has changed over the period from 1995 to 2022. (B) Compare the predicted employment effects of the introduction of a minimum wage in a competitive labour market model and in a monopsony model where an employer has some degree of monopsony power. In your explanation, use diagrams where appropriate. Also provide an intuitive explanation for any different predictions in the competitive and monopsony models. Briefly review the empirical evidence on the employment effects of minimum wage increases and, in light of your theoretical analysis and your review of the evidence, discuss the potential impacts on employment of an increase from $15.50 to $20 (an increase of approximately 30 per cent). A17) (A) Outline the findings of Picot and Sweetman concerning the deteriorating economic welfare of immigrants to Canada and possible causes. (B) Describe the methodology and summarize the results of the field experiments by Oreopolous (2011) and the follow-up study by Banerjee et al (2017) which were intended to assess the impact of the Canadian experience requirement and the extent of race discrimination in recruitment and selection in the Greater Toronto Area. 4. “Work-Sharing helps prevent layoffs when there is a temporary reduction in the normal level of business activity that is beyond the control of the employer. The program requires a three-way agreement to be negotiated between the employer, employees and Service Canada, and provides income support to employees who work a temporarily reduced work week while the business recovers. (A) Use an income-leisure choice diagram to predict employees’ reaction to a worksharing program with short-time compensation through the Employment Insurance program. Distinguish between the predicted r eactions of a junior employee threatened with a layoff and a senior employee not threatened by a layoff. Indicate the extent to which these predictions are supported by evidence.
