Government Intervention Analysis in the Affordable Care Act Expansion
Introduction
The Affordable Care Act Expansion has been developed to address issues regarding health insurance inequalities for millions of Americans without health insurance. This paper contains a general analysis of arguments for government intervention as opposed to arguments for market-based solutions in The Affordable Care Act Expansion; An examination of who has been helped and who has been hurt but the government intervention; Unintended consequences of government intervention; The cost of ACA intervention as a share of GDP; Credible economists opinions regarding this intervention; And lastly, in the end of this analysis, a discussion and recommendations whether the program should be continued, discontinued or modified.
General Arguments for Government Intervention as Opposed to Arguments for Market-
Based Solutions
The Affordable Care Act has been created to develop a health care reform law that has the purpose of creating an opportunity of having affordable health insurance available for more individuals by providing consumers with subsidies with lower costs for households that have incomes between 100% and 400% of the federal poverty level. (U.S. Department of Health and Human Services, 2022).
Also, the Act intends to expand the Medicaid program to allow adults with income below
138% of the Federal Poverty level to have coverage as well as supporting innovation in medical care methods that can lower health care costs. (U.S. Department of Health and Human Services, 2022).
SUMMATIVE ASSESSMENT: GOVERNMEN INTERVENTION ANALYSIS 3
The idea of The Affordable Care Act was to enable the opportunity of being insured by creating a system that prevents discrimination based on economic range and medical history. Also, the Act had the intension of preventing unreasonable annual coverage limits. ACA was developed to reduce overall federal spending by implementing an increase of 0.9% in Medicare tax with the intention of reducing the federal budget deficit in the long run. (Johnson & Metzker, 2017).
Even though ACA was developed to help people and reduce the federal deficit, the program created a change in a small group and individual health insurance markets by developing new requirements that created conflict accessing health insurance coverage. These new requirements affected the market by limiting access to health insurance coverage due to the prohibition on annual or lifetime limits on coverage expenses. (Johnson & Metzker, 2017).
Who has been Helped and Who has been Hurt by The Affordable Care Act
The Affordable Care Act has provided a historical equal opportunity to individuals in the United States in which individuals have access to affordable care plans. This Act has improved the health of Americans in different groups such as woman, families, kids, older adults, individuals with disabilities, LGBTQI+ and communities of color. The act has created an inclusive policy in order to allow everyone to obtain health coverage without limitations and protection to everyone with preexisting conditions. (U.S. Department of Health and Human Services, 2022). Even though the ACA has helped millions of Americans, Middle-income families that have no coverage by their employer as well as small business and their workers, have been hurt by this act due to the higher health care costs along with the tax increase that goes towards the funding of this program. (Blase, 2020).
