APM 102 5.1 Group Activity: IPTs Preparing for an ADE Total Student Time: 3¾ Hours Objective: Explain entry-level program manager tasks related to the Acquisition Lifecycle Framework (ALF) working on a Level 1 or Level 2 program Instructor Exercise – Demonstratio n of activity Part 1: Analyze documents (1½ hours) Review document structure and contents for your IPT. Focus on what should be included in the documents, not specifics about the actual program or its status. o IPT 1: ADE 1 o IPT 2: ADE 2A o IPT 3: ADE 2B & 2C o IPT 4: ADE 3 Part 2: Integrated Product Team (IPT) Briefings (2 ¼ hours) IPT Briefing Preparation (¾ hour) IPT Briefing Delivery and Discussion (1 ½ hours) o Each IPT will brief for about 10 minutes o Followed by questions, discussion, and note- taking 5

APM 102 Instructor Exercise: Capability Analysis Report (CAR) (5 of 7) Purpose : o Describe the necessary capabilities to meet strategic intent and compares that against the Sponsor’s current and planned capabilities o Provide the required traceability from strategic guidance, operational missions, threat and hazards, to necessary capabilities Use : o Identifies any duplication in DHS capability o Identifies high level recommendations for materiel and non-materiel solution approaches that are potential appropriate paths to address gaps o Defines the “as-is” and conceptual “to-be” state of the studied capability o Documents solution approaches, either materiel or non-materiel at a high level, indicating what future MNS or Non-Materiel Change Recommendation (NMCR) documentation will likely follow o Upon JRC validation, initiates the Need Phase of the ALF by recommending a follow-on Mission Needs Statement (MNS) be written Multiple MNSs and NMCRs may be recommended Responsible Individuals : o Operational Sponsor, Component Sponsoring Organization, (i.e.) the Component ADA, Component Sponsoring Organization, (i.e.) Program Lead 11
APM 102 Instructor Exercise: Non-Materiel Change Recommendation (NMCR) (6 of 7) Purpose : To provide the sponsor’s recommendation concerning the filling of gaps or needs as outlined in the CAR using a non-materiel solution approach, i.e., by means other than an acquisition effort. Use : The CAR may recommend both materiel and non-materiel approaches to fill an operational gap or need. The NMCR focuses on the non-materiel approaches. o Non-materiel approaches include one or more elements of the ten DOTmLPF- R/G/S areas. o Generally, the MNS leads to an acquisition effort while an NMCR does not o Usually, a CAR results in both a MNS and related NMCRs Responsible Individuals : o Operational Sponsor, Component Sponsoring Organization, Program or Project Lead o NMCRs that impact only the sponsor’s organization may be managed internally 12
