PROGRAM ELIGIBILITY FOR ENGLISH LANGUAGE LEARNERS Jessie Alvarado ESL-446 09/17/2023 Professor Kristen Carter WELCOME!!!!!! Our Goal for this school year is to advocate for English Language Learners (ELLs) Introduction We want to have a good understanding of what it means to be an ELL in Arizona. ELLs from k-12 make up a great percentage of students in the education system. According to the Migration Policy Institute (2018), 935,000 foreign-born individuals resided in Arizona, accounting for 14 percent of the state population. Arizona would welcome 1,500 ELs with four of the top five districts with the largest of ELs being the Phoenix metropolitan area, Tucson Unified School District, and many others. ELL program eligibility, placement, and reassessment To be eligible for ELL programs students need to have a current Arizona English Language Learner Assessment (AZELLA). By utilizing the Home Language Survey districts can identify placements for students for ELL.
Arizona’s English language proficiency assessment. According to the National Center on Educational Outcomes (2023), The English Language Proficiency (ELP) assessment identifies students who are ELLs and determines their level of English knowledge. Factors Influencing English Acquisition for Special Education of ELLs (refugees, migrants. Immigrants, and Native Americans) Factors that influence English acquisition are prior language development, age, and brain development. For ELLs, factors include limited prior education, Lack of English proficiency, and native language mixed with cultural expectations. Other services students may qualify for are: Special Education Gifted and Talented Nonacademic Extracurricular activities Title 1 Parents/guardians rights for ELLs According to the State Policy Database (n.d.), the Arizona Administration Code RT-2- 306 English Language Learners Programs parents or guardians may request an EL principal to review student progress in English proficiency.
