Control of Hazardous Energy
Safe Practices involving hazardous energy control are vital to both Army work and industrial work. As a civilian supervisor or a Prime Power supervisor, it is of their best interest to
ensure proper lockout and tagout procedures are followed at all times. Discussion about the MEP-810A/B and the proper procedures for ensuring the units being worked on have a proper lockout and tagout procedure, and it is being followed. This specific piece of equipment is organic to the Prime Power Soldiers, but does not differentiate from the safe practices that should
be followed, even while working in the industry. Safety is always the number one concern while performing maintenance and operations in the workplace. We will look at the process for disabling the unit from starting while performing minor to major maintenance, and the proper procedure for emplacing and lifting clearance tags on equipment being worked on. The first thing to do before performing work on the MEP-810A/B, is to completely deenergize the unit. All potential sources of hazardous energy must be located and noted. When all potentially hazardous sources of energy have been identified, each source must be controlled and the device controlling the source must be secured and verified (NIOSH 83-125, pg. 11). When all of the potential sources of hazardous energy are identified, they will have some means of isolation, and/or blocking. These blocks or isolation will remain on the piece of equipment for the duration of maintenance, minor or major. Another important safety practice is to not only control the potential hazardous energy source from starting, but to dissipate any residual energy in and around the working area, such as capacitors.
In respect to the MEP-810A/B, there are specific points of isolation that must be locked and tagged while performing minor or major maintenance. If the unit is running, proper shutdown procedures must also be followed. The first step is to unload all generators by opening

the feeder breakers. This is followed by opening the generator breakers, and placing both generators in cooldown with the STOP/COOLDOWN switch. This allows the generator sets to be completely cooled down before automatically shutting off (5 minutes). Place all engine control switches (ECS) in the OFF/RESET position. The direct current (DC) switch can then be pulled (TM 9-6115-746-13-3, pg. 0004 00-1). After the generator is properly shutdown, controls for potential hazardous energy can be implemented. The DC power control circuit breaker will be pulled to open (off) position. Both of
the emergency stop switches will then be pushed as a secondary means of isolation. Both ECS will be placed in the off position. A (do not operate) tag will be placed on both of the generator control panels with the persons name written on the tags that is performing the work. The battery
bank parallel switch will then be placed in the off position. The next step is to de-energize both battery chargers, and to disconnect the negative and positive cables from both battery banks. Place (do not operate) tags with the name of the individual working on the equipment on both battery banks. All circuit breakers will then be placed in the lock out position. The 7P1 and 7P2 connectors located on the inside panel of the primary distribution center (PDC) will then be disconnected. The final step is to close and lock both generator set control panels (TM 9-6115-
746-13-3, pg. 0051 00-1). Also, all medium voltage cables must be placed on the standoff insulators using supplied hotsticks and appropriate personal protective equipment (PPE). Properly locking and tagging potential hazardous energy sources and isolation are extremely important. They go hand in hand with the issuance of a safe clearance. Safe clearances
play a vital role in the safety of a working environment, either as a Prime Power Soldier, or working in the industry. The same procedures must be followed. The first step is issuing a clearance. The principle authorized individual (PAI) will make a request for a safe clearance.
