The University of Sydney Page 2 A “Just” Safety Culture refresher (From week 7) Idea of a “Just” safety culture ‘Justice’, no ‘blame’ Blame should only be assigned to those who have been reckless or clearly negligent Likely that managerial decisions might be the underlying root cause of many incidents Develop and apply the “Just” culture at all levels 2 Roadmap to a Just Culture: Enhancing the Safety Culture. 2004, Global Aviation Safety Network
The University of Sydney Page 3 Just Culture Reporting (from week 7) Need to improve the level and quality of safety reporting Need to ensure that the work force is not afraid to report issues, near misses etc. Need to establish trust with workers Leads to a reporting culture that leads to a learning culture 3
The University of Sydney Page 4 Just Culture Benefits (from week 7) Benefits of a Just work culture over a blame culture Increased reporting of safety issues Increased development of trust relationship Earlier detection of potential hazards More effective safety and operational management Bring together various sections of the workforce collaboratively; that might otherwise not have frequent contact and influence on decisions and policy making Enhances the trust relationship 4
The University of Sydney Page 5 Key Points of a Just Safety Culture People are not a problem to control they are a solution to harness Define safety as presence of positive capacities, NOT as an absence of negatives “Zero vision” on safety is a good moral goal, however it can also have negative practical consequences: Suppression of negative events and bad news Stigmatization of people involved in incidents Inefficient use of investigative resources Inverse correlation between low numbers of incidents and fatality risk Having (or reporting) few incidents can lead to higher fatalities External safety consultants can be good solutions to safety, but there is also likely to be a lot of ‘hidden’ talent within an organisation Source: Dekker, 2015.
