Columbus Park – Waste Treatment Facility
The Columbus Park Waste Treatment Facility, located in Columbus, Illinois, is ran by manager
Ann Paxton. Ann is wanting to create an annual expense budget for next year. In doing so she must
evaluate the costs needed for the business and forecast next year’s activity within her budget, but Ann
also does not want to allocate to little in the budget, thus affecting her ability to be promoted. If there
are certain activities that cannot be forecast, then Ann would like to prepare a flexible budget, where
they can put together different scenarios while making sure that they stay within the budget at the same
time, so the budget can be evaluated as effective.
It is important to base their budget off actual activity levels, but Ann’s performance evaluation is
directly tied to how well she can create the budget for the company. Ann is considering allocating
resources based on her own projections for activity rather than actual activity levels. This is because she
does not want the budget to negatively affect her performance review. An act like this is unethical for
Ann to base the budget off her own performance goals. Especially since it seems that her only
motivation for allocating the extra funds is for her own gain.
If Ann decides to create a flexible budget, it might be more beneficial to her and the company
without seeming unethical. A flexible budget is a budget that is adjusted for the actual level of activity.
Ann had a few scenarios where production costs could be more than what was originally forecasted. For
example, if waste is 500,000 pounds more than estimated or if a new labor contract was to occur, then
this would increase their variable costs. A flexible budget would take into consideration any increase in
production, thus creating higher variable costs. Also, it would allow Ann to create a budget that is
valuable to the company and possibly give her the upper hand in getting that promotion that she wants,
without making any unethical decisions.
