Health Information Technology Interoperability Report What is interoperability and why is it important to Health IT? The Office of the National Coordinator for Health IT (ONC) defines interoperability as the seamless exchange and utilization of electronic health information between different systems, requiring no special effort from the user (ONC, n.d; Wagner et al., 2017). It extends beyond mere connectivity of electronic health records (EHRs) across systems. Interoperability encompasses a broader spectrum, enabling diverse healthcare entities like hospitals, clinics, laboratories, and pharmacies to efficiently, securely, and accurately share and access patient data. Interoperability is significant for several key reasons: Firstly, it profoundly enhances patient care by furnishing healthcare providers with a comprehensive overview of a patient's medical history, diagnoses, test results, and treatment plans (Sarkar, 2022). This insight empowers clinicians to make well-informed decisions, thereby minimizing the occurrence of medical errors. Secondly, interoperability plays a pivotal role in supporting care coordination and patient engagement (Sarkar, 2022). Patients can access their health records, which enables them to readily share this vital information with various healthcare providers, thereby fostering enhanced communication and collaboration among interdisciplinary healthcare teams. Lastly, interoperability greatly contributes to the efficiency of healthcare operations by reducing administrative burdens and unnecessary diagnostic tests. This efficiency translates into cost savings and streamlines processes for healthcare organizations. What is the current status of HIT interoperability? Even though HIT interoperability has made significant advancements in recent times, it continues to struggle with many obstacles. Healthcare systems commonly deploy a variety of electronic health record (EHR) systems from different vendors, which can hinder effective communication between them (Wagner et al., 2017). Despite the existence of established standards like HL7 and FHIR for facilitating data exchange, the application of these standards exhibits inconsistency, resulting in a lack of uniform interoperability (Adler-Milstein & Jha; Wagner et al, 2017). This discrepancy becomes an obstacle as data might not seamlessly and comprehensively flow across systems. Furthermore, apprehensions revolving around data privacy, security, and patient consent act as barriers to smooth data sharing among healthcare entities (Adler-Milstein & Jha, 2017). The fear of potential data breaches and unauthorized access has led to a cautious approach, thereby obstructing efficient information exchange. A fundamental issue lies in the diverse implementation of interoperability standards across distinct healthcare organizations. Although these standards are designed to facilitate seamless data exchange, their interpretation and execution can differ, and technical discrepancies and data mapping challenges can further exacerbate the realization of true interoperability (Adler-Milstein & Jha; Wagner et al, 2017). Moreover, ensuring patient privacy and security poses an additional hurdle. Given the sensitive nature of health data, stringent regulations like HIPAA must be adhered to, and the reluctance in sharing information across systems due to concerns about potential data breaches and unauthorized disclosures. While safeguarding data is unquestionably essential, this paramount focus on data protection can unintentionally obstruct the smooth and uninterrupted flow of vital patient information. What are the challenges in achieving HIT interoperability and how to overcome them?
