Describe the following 6 major principles of the IDEA with a brief explanation of
each principle:
1.
Zero Reject
is the idea that no child can be denied an education
because they are "uneducable"
2.
Nondiscriminatory Identification and Evaluation
Evaluation
standards that ensure the student is placed correctly, progress is
assessed at regular intervals and child receives additional help as
needed. It must use sound evaluation materials and procedures.
Also must make recommendations regarding a child's eligibility for
services in a timely manner.
3.
Free Appropriate Public Education
Assurance that a student
regardless of their disability, receives the same general education
as their peers
4.
Least Restrictive Environment
The integration of special needs
students into the general classroom to the max extent possible
5.
Due Process Safeguards
Parents understanding their rights and
responsibilities and the mechanisms by which they may review
progress, be involved and mediate disputes.
6.
Parents and Student Participation and Shared
Decision-Making.
State agencies and school boards must ensure
that parents are members of any group that makes decisions
regarding the placement and LRE of the child.
How is an IEP Different from a 504 Plan
An IEP is required for any child that qualifies as a student with a disability under state
law and as a result of the disability the student requires specially designed instruction in
order to make progress within the general learning setting. Or the child requires one or
more services in order to access the general curriculum. An IEP describes the special
instructions a student with a disability needs to make progress in the curriculum. They
may work with a learning specialist inside the classroom, outside, or a combination of
both. A 504 plan describes the accommodations that will a help a student succeed in
the classroom setting and follow the curriculum without changing the curriculum.
Accommodations are usually small changes like having the student take frequent
breaks, sitting in the front of the class closer to the teacher, and receiving extra time on
tests.
