The future of public heath is very important, the current pandemic situation has taught us all
that being prepared for the unknown is essential. No one was prepared for what COVID-19 had
in store for the world and the world is still reeling from the effects and waiting for the
mutations. What the disease has taught us is that we need to be prepared for anything that
could affect our public health and our people. The purpose of the Center for Health Emergency
Preparedness & Response is to provide public health leadership and improve health and well-
being in Texas. This is accomplished by promoting health, preventing disease and injury,
protecting, and effectively responding to all types of health emergencies, including bioterrorism,
infectious disease outbreak, and natural disasters. The Center for Health Emergency
Preparedness and Response does this through networking, coordinating, standardizing, and
centralizing our resources and planning efforts across the state. [ CITATION Cen20 \l 1033 ] The
Center for Health Emergency Preparedness and Response works in conjunction with state,
regional and local programs planning, training, and exercising to respond to emergencies. The
Texas Public Health Unit is the emergency operations center that the state is safe round the
clock 24/7 365 days a year from public health emergencies.
When COVID hit and the Mayor of Austin, Texas took a stand and he needed leadership to back
him up on how to handle the health and safety of the communities there was a lot of push back
and questioning of authority. I don’t believe that there was anyone who stood up and stated
definitively how things were going to be handled in this public health emergency and stuck with
it. The leaders asked for way too much input and thought too much about the public wanted
and not what was good for them in the end. Austin, Texas ended up returning to Stage 5 as a
result of Texas Attorney General Ken Paxton and Governor Greg Abbott listening to the bar
owners wanting to make money on New Year’s Eve to try to make up for what they didn’t make
in 2020. Leaders must make the hard and fast decisions that may not make them popular with
everyone but may save us all in the long run. The attorney general stepped in to file a complaint
against what the mayor of Austin was doing to limit the hours of the bars on New Year’s Eve. A
Travis County district judge sided with Austin officials after Texas Attorney General Ken Paxton’s
office tried to overturn a ban on late-night dine-on services on New Year’s Eve. [ CITATION
Tra201 \l 1033 ] The leaders involved in helping individuals see a better future should do just
that. This pandemic is about saving lives and preventing the spread of this disease. That should
be our focus. The governor of Texas, the mayor of Austin and the Texas Attorney General all
seem to be playing out some grudge match against each other and it is affecting the well-being
of the inhabitants of Austin.
I would like to see better leadership in Texas not what I’ve been seeing during this pandemic.
Looking at the Center for Health Emergency Preparedness and Response model for natural
disasters, terrorist attacks, and other public health emergencies:
1.
Assess state, regional and local preparedness programs;
2.
Establish preparedness program policies, guidelines and procedures;
3.
Strengthen state, regional and local preparedness program activities with technical
assistance;
4.
Coordinate public health and medical emergency preparedness activities such as
planning, training and exercises;
5.
Support local and regional response efforts;
6.
Provide oversight and support of state health and medical response to public health
emergencies and disasters; and
7.
Distribute and administer preparedness funding to public health and healthcare
stakeholders across Texas for health and medical disaster preparedness and response.

Considering that they are supposed to perform those tasks I believe that this is not the protocol
that was followed when the pandemic hit. Texas has been struggling to improve the lives of
Texans and figure out how to get them back on the road to a better life in 2021. I know that the
United States is in that same boat our governor seems to be at odds with Austin’s mayor and
even sued the City of Austin. Governor Greg Abbott seems to be solely be focused on making
business owners happy and people paying bills. People can’t pay bills and run businesses if they
are sick or dead. On Thursday, 8,933 people were hospitalized with COVID-19 in Texas the first
time the number has dropped below 9,000 since December, according to data from the Texas
Department of State Health Services. The state also reported 9,9369 new confirmed COVID-19
cases and 2,332 new probable cases. [ CITATION Meg21 \l 1033 ] That is not what we need right
now when we need our leadership to show a united front, we need to focus on not spreading
this virus.
