How does CIHI define access?
Access is about whether people can get the health care they need when needed. In 2018, access to mental health and substance use services and to home and community care was identified as a shared health priority by all governments across the country.
For example, nearly 1 in 10 Canadians who visit an emergency room for help with mental health and substance use do so frequently (4 or more times a year). Frequent ER visits may signal a lack of access to services in the community.
