Minister Letter Brief Emily Giles-Duhamel (1124616) University of Guelph NUTR4070 - Nutrition Education Dr. Kathryn Walton Nov. 17 th , 2023
Minister Letter Brief Objectives The primary objective of this minister letter is to gain support from the Minister of Families, Children and Social Development to vote in favour of Bill C-252, an Act to amend the Food and Drugs Act (prohibition of food and beverage marketing directed at children) to be passed. This primary objective must be achieved to achieve the secondary objective which is to reduce the rising rates of childhood obesity. These objectives go hand in hand as studies show that when children are exposed to advertising on food products marketed specifically for children, they are more likely to become overweight or obese because these food items are usually high in calories and low in nutrients (Mulligan et al., 2018). This Bill becoming legislation is a step towards decreasing the rising rates of childhood obesity. Target Audience The minister I decided to write my letter to is Jenna Suds. I chose her as she is a member of the cabinet as the Minister of Families, Children and Social Development. This minister is responsible for overseeing the needs and concerns that directly relate to children and families. Since Bill C-252 is a proposed bill that directly relates to the health and protection of children, it is relevant to the decision-making authority that Minister Jenna Sudds holds within the legislative process (Bill C-252, 2023). Minister Jenna Sudds has also done a lot of volunteer work for the education system in Ottawa and with food banks (Government of Canada, n.d.). This volunteer work shows that she is passionate about advocating for children as well as food and nutrition-related issues. For these reasons, Minister Jenna Sudds would be the most reliable cabinet minister to have influence and desire on the legislative process to pass Bill C-252. Communication plan To bring awareness to my letter and ensure that it gets seen by the target audience, I intend to distribute my letter through various settings, channels and activities. First, I plan on enlarging my written letter to poster size and posting the letter in various grocery stores and elementary schools so that parents of children who are grocery shopping or picking their kids up from school can see it. People who also may care about this issue are most likely the parents of children as Bill C-252 specifically relates to the health of children. I also plan on carbon copying (cc) the letter to additional members of parliament who may also care about the issue so that I can gain their support to pass Bill C-252. The first person I have chosen to CC is Lloyd Longfield, who is a member of parliament for the City of Guelph, this will help bring attention to the issue in the local sector. Additionally, Mark Holland, who is the cabinet Minister of health, should care about voting for Bill C-252 as it is a health-related matter. Also, Lawrence MacAulay, who is the Minister of Agriculture and Agri-Food, should care about voting for Bill C-252 as it is a food-related matter. Finally, I will cc Shari-Lynn Lawson, who is the constituency assistant of Minister Jenna Sudds, and then she can hopefully ensure the message reaches Jenna Sudds. The last tactic I plan to use to gain further support in the passing of Bill C- 252 is to start a petition. I plan on starting a Change.org petition and going door-to-door around my neighbourhood to get signatures from other people across Canada to sign in favour of passing Bill C-252. I will then attach all the additional signatures I have received to the original letter to Jenna Sudds. With more signatures and support, she will realize how prevalent this issue is and the urgency behind passing Bill C-252.
