Emergency management promotes the welfare of the human and natural world by ensuring the coordination and integration of vital activities in building, sustaining, and improving the capacity to respond or recover from natural and man-made disasters (FEMA, 2020). Emergency management activities include hazard mitigation planning, climate resilience, and integrated public alert and warning systems. Disaster assistance and preparedness programs consist of activities critical in enhancing the capability to recover, prepare, and respond to natural disasters.
