Law enforcement and the court system function together by enforcing the law, protecting the public and preventing crime. The courts are
responsible for assuring the suspected criminals receive a fair trial.

Challenges include persistently high levels of crime and violence. Many State courts are overburdened with heavy caseloads and suffer from
insufficient financial and human resources. This often leads to various malfunctions of the court system, including high levels of impunity,
delays in the administration of justice, overuse of pretrial detention often for lengthy periods, insufficient use of alternative sentencing
options, overcrowded prisons that cannot fulfil their rehabilitative function and high rates of reoffending.

Identify the functions of law enforcement related to sanctuary cities in the resources provided. What is law enforcement allowed to do, according to
Senate Bill 4? What impact or lack thereof has the law had on police operations?
The senate bill allows law enforcement officers to use their discretion as it pertains to inquiring about an individual’s immigration status.
This inquiry can be done for individuals that they arrest, detain or question during routine traffic stops. According to the chief of Police in the
article, this law does not affect the police operation because out of all interactions only twice did, they inquire about immigration status.
However, some government officials are concerned that this might lead to an increase in racial profiling.

Identify the functions of court systems related to sanctuary cities in the resources provided. What did this US Court of Appeals for the Fifth Circuit do?
What Constitutional issues may arise?
The fifth circuit court upheld the Senate Bill 4 which barred the operation of sanctuary cities in Texas. However, they modified a portion of the bill.
They modified a part of the bill that barred officials from supporting policies that limited immigration enforcement. Instead, they modified so that only
non-elected government official would be barred from support these policies. This Law could conflict with the First Amendment which protects the
freedom of speech.

Describe how the U.S. law enforcement and court systems relate to sanctuary cities using information from the resources provided. How did they respond
to shared issues? What is at least one challenge area for the police in relationship to holding detainees?
The U.S. law enforcement and court systems have been known to work with sanctuary cities to help immigrants who may be living there
illegally. Sanctuary cities provide safe havens for these immigrants, who may otherwise be deported back to their home countries. In many
cases, sanctuary cities will provide resources and assistance to help immigrants integrate into the U.S. society and economy. One challenge
that sanctuary cities face is that they are not always able to provide the same level of resources and assistance to immigrants as they would
like. This is because they are often working with limited budgets and staff. Additionally, sanctuary cities may be at risk of losing federal
funding if the U.S. government decides to penalize them for their policies.
