Whenever the Continuity of Operations Plan (COOP) requires activation, certain teams will also need to activated (COOP Brochure, n.d.). Within these teams will be the core of the response for any given event and may be changed to assist in the smooth transition as well as the completion of the mission (COOP Brochure, n.d.). Therefore, the following teams will need to be formed, Executive Team; Advance Team; Operations Team; Support Team; and Contingency Teams (COOP Brochure, n.d.). The Executive Team is in most cases considered to be the most important of the teams, this is because the executive team has the role of making the key decisions in response to the incident(s), and will call on the other teams to execute their decisions (FEMA, 2022). The members of this team handle all decision making and direct the operation and/or partial activations within the scope of the plan and if necessary, adding to the COOP when it is not a situation that has been covered previously (FEMA, 2022). Because of the need for this team to be able to make informed decisions, no one on this team should be placed on another team or be conducting work with others (COOP Brochure, n.d.). They need to be available in the command post for decision making reasons (COOP Brochure, n.d.). Therefore this team will not be allowed to with work on any other team since they are expected to be involved in decision making and not in functionality (FEMA, 2022). These leaders will likely need to be the public face of the operation during media, social media, etc., which will allow the operational teams to complete their duties without interruption of such duties (FEMA, 2022). These members are expected to be able to use their influence to gain assistance and/or removing obstacles facing the overall operation (FEMA, 2022). The Executive Team will be active during all phases of the COOP as they expected to oversea the operation and will give the commands to activation, through de-activation (FEMA, 2022). The leader of this team is usually the highest senior leader
of the group, in a city setting that is usually the mayor with the hierarchy moving down from there (COOP Brochure, n.d.). The Advance Team is used to be involved in the immediate activation phase of the COOP and will be selected to detail the overall initial direction of the activation (COOP Brochure, n.d.). The advance team is responsible for ensuring that the executive team is advised of the level of essential functions that have been effective by the emergency and taking initial actions to restore the full functionality of the company (FEMA, 2022). This team is typically led by the Senior Emergency Manager and will determine the overall standards for all the teams (FEMA, 2022). This team receives directives from the Executive Team and relays them to the appropriate teams for implementation and tracks the progress to report back to the Executive Team (COOP Brochure, n.d.). Members of this team may be activated during the advance team to ensure all is set up appropriately for the continued success of the operation (FEMA, 2022). This team will ensure that the communication network being used is functional and understood by all the other teams (FEMA, 2022). The Operations Team is the team that will conduct the overall operations and may remain operational over an extended period of time (COOP Brochure, n.d.). The team will lead the completion of essential functions, carry out the strategies and plans that were developed for a continuation of up to 12 hours after the activation of the COOP (COOP Brochure, n.d.). The Operations Team will coordinate with the advance team to synchronize the transfer of function in order that no lost periods are experienced during the transition (FEMA, 2022). This team will consist of various departments that will be operational in various areas depending upon the scope of the incident (FEMA, 2022).
