Discussion Questions: How would you categorize the 17 various agencies and offices that make up the U.S. Intelligence Community? In other words, are their groupings you can place some agencies into together based on purpose or typology. Name four members of the U.S. Intelligence Community that you think are the most important players in supporting the Homeland Security Enterprise with intelligence. Do you think it is really necessary that the U.S has 17 intelligence agencies?
After the consistent reformation of the Intelligence Community throughout the years, multiple agencies have been established to restructure the intelligence system to survive modern attacks in
the United States. With 18 agencies in the Intelligence Community, including Space Force, I believe many are redundant, not cost-effective, and can be combined. Each agency is useful in its own right, but several agencies can be integrated to improve intelligence performance and cost-effectiveness. First, I would group the 18 different agencies based on their hierarchies and the roles of each agency within the Intelligence Community. Second, I would aim to organize agencies that have common missions and strive to group them. The combined agencies should collaborate to create a framework with each agency having its own set of specific intelligence collection requirements, goals and objects, specialisms, and resources. The various agencies would collaborate to provide a comprehensive strategy.
The four members of the United States Intelligence Community that I believe are important players in supporting the Homeland Security Enterprise with intelligence is the Central Intelligence Agency (CIA), the National Security Agency (NSA), the Department of Homeland Security (DHS), and the Federal Bureau of Investigation (FBI).
First, I chose the CIA because they carry out what is known as "the intelligence cycle," which is the method of gathering, processing, and disseminating national security intelligence to top the United States government leaders.
Second, I chose the NSA because they gather and analyze massive amounts of data. They coordinate, direct, and conduct highly technical operations to secure United States’ informational
infrastructure and generate international signals intelligence information. The Agency assists military personnel, national leaders, counterterrorism and counterintelligence communities, and important foreign partners.
Thirdly, I selected the DHS Office of Intelligence and Analysis because they identify, collect, and assess intelligence for current and potential threats to the United States by sharing intelligence with state, local, federal, and private sector partners through fusion centers. They disseminate information and coordinate intelligence for the Homeland Security Enterprise.
Finally, I selected the FBI because it is responsible for understanding risks to our national security and breaching national and transnational networks that have the desire and capabilities to hurt the United States. Additionally, like DHS, the FBI shares intelligence with the state, local, federal, and private sectors.
