2 Criminal Justice Community Partnership Speech Hello, I am Shelby Greenwood, and I am here today to introduce a new community partnership initiative in order to strengthen police relations with the public. To begin: I believe it is important to give a brief overview of the Community Policing philosophy. This philosophy is described as a philosophy of policing that emphasizes crime prevention and focuses on developing positive relations between the police and the public (Masters, 2023). This is the kind of philosophy that, if followed, will bolster the damaged relationship that our community has with local law enforcement. The basic purpose and function of law enforcement in society is to uphold the laws, first and foremost. However, protecting the public and being a part of emergency responses are also an equally important function of law enforcement. With this in mind, the goals of the new community policing should be objectives that are aligned with the already accepted and established functions of our local law enforcement. Community Policing Traditionally, community policing follows two core strategies with the goal to stop crimes before they can occur: increased foot patrol in the community, and increased engagement with the public (book). Recently, the community voted against further funding for not just the police department but for most of the city as a whole. In response, the department has taken to increasing the amount of traffic violations and tickets pursued. This will certainly help to fix the immediate funding issue, it will only serve to further damage the relationship with the public. It is no secret that the community’s perception of city leadership has soured, and this current issue will only compound that problem. Community Engagement
3 As mentioned previously, one of the primary functions of law enforcement is to support their local communities. Because this seems to be an area where this department is currently lacking, it is important to pivot your efforts to engage with the community. However, I think it is important to mention that the upcoming Citizens Police Academy is a great step in this endeavor. In this program, the police department will be inviting members of the public to essentially ride alongside officers through their typical training processes (City of Perrysburg, n.d.). This will play a great role in promoting a sense of transparency with the public, which will be further discussed later. While this is a great first step, further participation in other local programs, such as the various outreach programs offered currently at the Perrysburg Heights Community Association would also be great opportunities to progress towards these goals. This association works directly with the lower income families in the area to provide them with essentials like food that they might be lacking (Perrysburg Heights Community Association, n.d.). Having members of the police department being involved in delivering that helping hand would go a long way towards changing the public’s abrasive perception of the police department. As mentioned previously, Transparency is going to be a huge part in strengthening the relationship with the public. The Citizens Police Academy is a great way to educate the public on your inner workings. However, in order to further the transparency goal, a form of social media should be implemented by the department. Setting up a public profile on a popular social media site would allow the department to communicate directly with the public. Respond to all possible questions that the public has and engage as often as possible. Even engaging with negative feedback or complaints can at least provide the police department with an opportunity to tell their side of the story or provide a sympathetic explanation of the situation. This social media platform will provide the department with a way to facilitate cordial or even friendly relationships in a non-
