The first method I have is Action Item 1.3.1 and I will be comparing and contrasting it
with Recommendation 5.2. The first goes over updating the department's website
information about law enforcement data to further educate the public on demographic
statistics. The second talks about joining together with civilians in training programs.I
believe that one cannot work without the other. If civilians aren’t aware of training
opportunities, they cannot partake in them. Trust in transparency on an agency's website
will lead civilians to keep track of the website and also be able to use it for research on
what’s going on within their jurisdiction. The website can also engage with the public on
events and training, where they can bring their issues to light and further have trust in
law enforcement when they see how they’re being trained. However, there are still cons
to both. With Action Item 1.3.1, most people don’t know that it is accessible and get
frustrated when they try to call agency phone lines and can’t easily get the answer they
want, and some might not even have internet access. With Recommendation 5.2, some
may become upset that certain issues aren’t being handled the way they think it should
be handled.

Police legitimacy is when the civilians within their agency have trust and confidence in
them due to respectful treatment, lawful mannerisms, and their ability to control crime
and disorder. Under the President’s Task Force, they believe that law enforcement
should embrace a guardian mindset for their people to trust them. One practice under
Action Item 1.5.1 involves the community understanding agencies SOP’s when it comes
to them making civilian contact. Recommendation 2.8 has another practice stating that
law enforcement should refrain from using quota’s to generate revenue.

As a dispatcher, I see the first hand effects of the myth of police as only crime fighters.
Too many times have I gotten a reckless driver call with the caller yelling at me over the
phone because police are not right there to stop the situation immediately. Sometimes
they even become irate because an officer is out on another call when something (most
of the time less severe) is happening to them. Most of the time, we have patrols in areas
with a high crime rate, specifically BOV’s or thefts, but if an accident happens on the
interstate, it usually takes at least three minutes to get a deputy or officer to that location.
It builds up an expectation for law enforcement from the people that is honestly
unrealistic with the population of agencies hired on law enforcement ratio.

I first want to talk about the effect and aftermath of World War II and how it affected
America and American law enforcement in general. In that we see an increase in racial
discrimination and a decrease in trust in law enforcement with the increase of fear of
authority. I look specifically at the Zoot Suit Riot. I know a lot of Jewish men and women
fled Poland and Nazi Germany to one of the first countries to take them; Germany. Once
tensions lessened, more immigrants moved up into Texas and created a lot of tensions
with the south. These tensions helped increase community relationships between law
enforcement and their civilians. Our textbook mentions there’s a lack of care for the
relations in the African American community, and I think that lack also helped for the next
change in the 50’s-90’s, specifically with Chief William Parker’s legacy. He pushed for
professionalism in Law Enforcement and helped create the basis for the SOP’s we have
today. He created strict control to prevent corruption within personnel but also pushed for
more aggressive crime-stopping practices. Parker didn’t take any criticism well and
further ignored the tension with the African American community, not listening to the
complaints of excessive force until it was too late and the Rodney King riots were taking
charge full force.

One of the new strategies that defines 21st Century Policing is COMPSTAT, a strategic
control system that helps define hot spots and confines data to show patterns in crime
and organize the information for command staff. This system was integrated into most
organized data compilation and CAD systems we see today, and helps stress the
importance of patterns and history. The second strategy is the CIT or crisis intervention
team, which is also constantly used today. Most agencies have their own mental health
units, but there are still times when Law Enforcement have to handle situations with
mentally ill civilians. This specialized training is helping law enforcement learn how to
deal with those high stress situations where people may be suicidal. It’s a lot different
dealing with somebody who’s given up rather than an actor in a hostage situation who
has something they want. Having a background and training in mental health issues
helps keep civilians safe as well as law enforcement officers safe.
