Memorandum MS. 20 Date: June 19,2023 To: Seminole County Police Department and Council Members From : Shantel Rahmin RE: Local Law Enforcement Agencies to Address Police Brutality in the United States In the United States there have been over 1,092 killings of civilians by law enforcement. The headlines of the brutality by excessive force that was used by law enforcement officers in the line of duty. Several of these cases have become very well known throughout the United States due to the actions of the police and anger brewed from the communities throughout the summer of 2020 due to the death of George Floyd. George Floyd died In the hands of the Minneapolis, MN Police Department by using excessively brutal force and did not stop when Floyd was no longer unable to resist. During this time Officer Derek Chauvin knelt down on Mr. Floyd when he was handcuffed and facing downward for 9 minutes and 23 seconds. My Floyd then began to express his concerns of not being able to breath and he later then died of an apparent suffocation. The Americans, community, citizens and family began to pour out their anger and grief into the streets with many protests against law enforcement. The protestors then began to demand law enforcement to reform and to be enacted to prevent more of these tragic interactions between law enforcement and civilians. Due to the number of victims that were from police brutality were Hispanics, African Americans and even members of other minorities. The discussion that surrounds many of these cases involve a very high demand for better law enforcement training especially about racial bias and most importantly hold more accountability for the officers who do mistreat civilians in our community. I will provide a quick overview on some statistical data that was provided by the Justice Department Bureau of Justice about Law enforcement agencies and the police interactions with civilians. There are 17,985 police agencies I the United States, within this number about 70% are the State, County and local municipals police department officers. Within the Sheriffs Department they will provide a safety service for court and about 17% of other agencies will do the same to provide a safe environment for the officers within in the department as well as the civilians. There are at least 132,00 Law enforcement officers that work about 84 federal agencies and one of those agencies is the Federal Bureau of Investigation. The federal government as a small portion of involvement, for instance the Department of Justice will ask each police department throughout the U.S. to provide a statistical date on the use of force and law enforcement officers who are involved in death and or shootings. As of 2018, 40% of local and state law enforcement officers will report such data to the Federal Government.
As a member of the Subcommittee on the Government Operations, I want to say that you are in a unique position in the federal funding of the State and by the local Police Department. We can increase the community by improving police training in all the de-escalations techniques and by doing this it will reduce the police brutality. This memorandum can be enacted to help reduce law enforcement and help the communities regain trust back into the criminal justice system. Before presenting such policies, this memorandum will scope the problem, and the causes of the excessive force. Not only will this memo help stop the excessive force by law enforcement, but it will also help the United States Government address these problems. The purpose of this memorandum is to give my input as council member and law enforcement officer. Out criminal division prosecutes the crime that is based on the Departments investigations, arrest within the officers. I hope this memo will bring light into the violence that has come into this world and subject itself into law enforcement. We can work together as one to bring hope and protection back into the community we serve. I hope we can turn the communities mind around when they see law enforcement and feel safe when they call for our help and not feel sacred. Reference cites COPS Program. (2018).
