Arizona's definition of an English learner (EL) "English Learner" or "Limited English Proficient Student": A child who does not speak English or whose native language is not English and who is not currently able to perform ordinary classroom work in English. (Comparisons - Education Commission of the states) What is a ESL? A learner whose native language is different from English, who needs additional English language support to develop reading, writing, listening, and speaking skills. What is Bilingual? When you are Bilingual you are fluent in two languages.
What is Sheltered English Instruction? To proceed toward academic instruction in English understandable to EL learners. What is structured English immersion (SEI) SEI learners get about four hours daily of English Language Development. English Language Development is an instruction oriented toward teaching English language skills to children learning English.
