Valerie Lopez LING 147 Questions for Proposition 58 1. What is the name/title of Proposition 58? What is the main reason, do you think, for naming this bill? The title of Proposition 58 is “California Ed.G.E Initiative” or “California Education for a Global Economy Initiative.” I think the main reason the bill was given this name is that it is a goal of the education system to teach children English so that they can become successful contributors to our society and the economy. 2. Prop. 58 makes important amendments to, and repeal of provisions of Prop. 227. List and discuss these amendments and repeal. Sections 2-7 in the bill are amendments to Prop. 227. Section 2 states why it is important to have children in our state master the English language and why it is needed for our economy. Section 3 states the standards that School districts must meet through their language acquisition programs. Section 4 provides clear definitions of terms involved in the bill such as “English Learner”, “Native speaker of English”, and “Language acquisition programs” and is expected of these terms. Section 5 states that parents can choose the program that best suits their child and classes must comply to class size standards. Section 6 states that Section 311 of the Education Code is repealed. Section 7 states that all California school children have a right to free public education and English language public education. 3. What are the Language Acquisition Programs as defined by Prop. 58? List and discuss all these programs. Language Acquisition Programs are programs that ensure rapid and effective English language acquisition that leads to grade level proficiency. The first type of program listed is a Dual-language immersion program which is academic instruction for native English speakers and native speakers of another language to develop first and second language proficiency. The second type of program listed is a Transitional or developmental program for English learners that uses English and the student’s native language for instruction. The third program listed is a Structured English immersion program in which instruction is in English but designed for English learners. 4. How and when was Proposition 58 approved in California? When will it become effective? Proposition 58 was added to the statewide general election of 2016 where it could be approved by voters. Proposition 58 became effective on July 1 st , 2017. 5. In your opinion, how would Prop. 58 affect bilingual education in California? Do you support Prop. 58, why or why not? I feel that Proposition 58 provides higher standards to our educational system and what is expected as a result of instruction. I think that it provides more involvement from parents and it gives them the opportunity to instill their own values into their child’s education. I support Prop. 58 because language skills are very helpful not only to our society, as explained in the Bill, but to our brains as well.
