Compare Human Resource Management and Human Resource Development.
Human Resources Management and Human Resource Development are two distinct but interconnected fields within an organization. While both have the same end goal of maximizing employee performance and organizational effectiveness, they focus on different aspects and have

This essay aims to compare Human Resource Management and Human Resource Development by examining their similarities and differences in terms of goals, functions, required skills and adopted strategies. Firstly, let's explore the objectives of Human Resources Management and Human Resource Development. Human Resources Management primarily aims to ensure that the organization's workforce is effectively managed, motivated, and aligned with the organization's overall goals and objectives (Holliday, 2021). Human Resources Management focuses on core functions such as recruitment, selection, training, compensation, performance appraisal, and employee relations.
On the other hand, Human Resource Development has a broader focus that extends beyond mere administrative tasks. Its primary objective is to develop and enhance employees' skills, knowledge, and abilities to meet current and future organizational needs (Mehdiabadi & Le, 2018). Human Resource Development aims to create a learning culture within the organization, encouraging continuous employee development through training, coaching, mentoring, and career development initiatives. Next let’s compare the functions of Human Resources Management and Human Resource Development. Human Resources Management typically involves tasks related to employee administration, which includes job analysis and design, recruitment, selection, orientation, and compensation management. Human Resources Management also handles employee relations, ensuring compliance with legal framework, employee safety and health, and managing grievances and disciplinary actions (Symonds, 2023). Human Resource Development, on the other hand, focuses on more strategic functions such as assessing the organization's talent needs, designing and implementing training and development programs, conducting performance appraisals, and managing succession planning. Human Resource Development also emphasizes organizational development, which involves initiatives to enhance organizational effectiveness, culture, and change management (Siocon, 2023). The necessary competencies vary between Human Resources Management and Human Resource
Development. Human Resources Management professionals must possess well-developed administrative skills, a keen sense of organizational dynamics, and a thorough understanding of employment laws and regulations. They should also demonstrate proficiency in managing employee benefits, payroll administration, and maintaining accurate employee records. In addition, effective employee relations necessitate Human Resources Management practitioners to
possess strong interpersonal and communication skills (Holliday, 2021). On the other hand, Human Resource Development professionals require strong instructional and facilitation skills to
effectively design and deliver training programs. They must be capable of identifying training needs, developing relevant curriculum, and assessing the effectiveness of training initiatives. Moreover, strategic thinking and problem-solving capabilities are crucial for Human Resource Development specialists, enabling them to analyze talent requirements and establish long-term development strategies (Mehdiabadi & Le, 2018).
Human Resources Management and Human Resource Development employ different strategies within the realm of human resource practices. Human Resources Management primarily utilizes traditional administrative methods to ensure adherence to policies and regulations. This approach
is hierarchical, with management making decisions that are then implemented by Human Resource staff (Symonds, 2023). Furthermore, Human Resources Management relies on established procedures and practices when addressing tasks like recruitment, compensation, and performance management. On the other hand, Human Resource Development takes a more participatory and collaborative approach. It actively involves employees in the development process, allowing them to identify their own development needs, set goals, and plan their career paths (Siocon, 2023). Additionally, Human Resource Development highlights the importance of continuous learning and encourages employees to take responsibility for their development.
