ORGANIZATION REVIEW 2 Organization Review: Military Sealift Command Military Sealift Command provides support, supplies, logistics planning, and replenishment efforts to warfighting ships (U.S. Navy’s Military Sealift Command, n.d.). These ships include military vessels that are in enemy territory, in warfighting zones, and or other military operations. Military Sealift Command has 125 vessels and is considered the leader in ocean transportation for the military and Department of Defense. Military Sealift Command is comprised of two organizational structures, Afloat and Ashore. The ashore should is comprised of Military and federal government civilian employees and the afloat side is comprised of civilian mariners that are assigned to the vessels. Both, the afloat and ashore sides of MSC, function together yet separately. The afloat side task and projects are assigned via the area commanders. There are 5 MSC Area Commands to include MSC Africa/Europe, MSC Atlantic, MSC Headquarters, MSC East Asia, MSC Pacific, and MSC Central. As tasks are passed down to ship commanders, assignments are delegated the same within the various areas. The only exception would be the ships closest to war zones, which may require more time to accomplish tasks when in solemn waters. The ashore side accomplishes tasks as implemented by the base commanders. Therse instructions come from the Department of Navy and Secretary. Smaller tasks are communicated and delegated by the Departments heads to be incorporated with the normal work assignments and duties. Many of the assignments and duties of the ashore side coincide with the duties of afloat side such as Contracts, Human Resources, Finance, Training, and Manpower. When addressing competitors, Military Sealift Command holds to position against other countries to include China, who would prefer to oversee ocean transportation. As of now, Military Sealift is standing its ground. This is not without issues. There are other vessels in other
ORGANIZATION REVIEW 3 countries that have capabilities that MSC does not currently possess such as adding other technologies which allow for non-detection while in enemy territories, cybersecurity additions which prevents hacking commercial and military bandwidth, and increasing the fleet with more capable vessels (Mayfield, 2021). O’ Malley (2022) discusses the need for organizations to not only evolve when it pertains to practices and human behavior but that it must also incorporate principles that will enable it to thrive over time. Some of those principles included flexibility, anticipation of future changes, empowering personnel, and diversifying the workforce. What makes Military Sealift Command a successful organization is its ability to form various relationships with outside stakeholders and its ability to bring both sides of the organization together to ensure that the mission is being met. The foundation of Military Sealift Command is built upon its guiding principles of being a team, demanding integrity and high moral standards, basing organizational actions on the core values of honor/courage/commitment, leading by example, identifying and addressing obstacles head on, communicating effectively on all levels, and being responsible (U.S. Navy’s Military Sealift Command, n.d.). These things are factors that are critical for making Military Sealift Command successful. Military Sealift Command blends its workforce through “All Hands Calls” with the base commander to discuss goals, projects, and tasks. This opportunity also offers opportunities for staff recognition, awards, the introduction of new employees, and a period to address issues and concerns with the head of the base, openly. Information is communicated through press releases, emails, or passed down through the various chains of commands to the departments. At this time, Military Sealift Commands operates on its own budget that is obtained through various strategic relations with other entities private and government, so when there are calls for government shut-down due to funding, Military Sealift Command will still operate.
