I can understand why there could be confusion between policy and institutional levels because there could be policy issues in institutions, such for example church policies. However, institutional definitions are social institutions such as churches, community organizations (YWCA), schools, etc. Public policy is local, state, and federal laws that either help or negate clients' human growth and development (Ratts et al., 2015). One way to strengthen this section of your paper is to incorporate the Multicultural and social justice counseling competencies into your paragraphs and explain each barrier and how the issue affects the client's health and development.
Public policy idea/advocacy
In Philadelphia, a public policy order that is in place already to help overdose prevention for opioids is that Naloxone can be bought at a pharmacy versus getting a prescription through a doctor. Individuals can get Naloxone at community-based organizations without a prescription due to the statewide standing order to dispense naloxone (The City of Philadelphia, 2023). However, a barrier to receiving naloxone is the price, as it costs around $22-$60 for one single naloxone rescue kit (Bureau of Justice Assistance, n.d.). One idea to employ social advocacy is to assist in creating local, state, and federal laws/policies to promote the client's health and development. One public policy that could be created is having
at-risk clients (people using nonacute opioids for treatments and opioid use disorders) for an opioid overdose to be co-prescribed naloxone to help prevent overdose deaths at no cost (American Society of Addiction Medicine, n.d.).
