dissolving the partnership and then re-forming without the dismissed

with the partner in question and the dissolution of the partnership was
agreed upon, then it might be deemed ethical.
However, the decision can be viewed as unethical if it was taken without

repercussions if they go beyond the provisions of the partnership agreement.
It can be unethical if there was no good reason to dissolve the partnership
and if it was carried out with bad intentions.
