Keondra Kalpen CJ-520-Q1063 Criminology and Public Policy 7-1 Policy Analysis Memorandum: Compromise and Avoiding Conflict: Policy-Making Does Not Occur in a Vacuum MEMORANDUM TO: Supervisor FROM: Keondra Kalpen RE: Departmental Policy Changes DATE: 11/12/2023 1. Issue Presented: In a brief one-sentence question, summarize the importance of making changes to your selected departmental policy in your criminal justice agency and how these changes will affect the different actors involved in the policy-making process. How can changing Gender Bias in Law Enforcement and Improving the Response to Sexual Assault and Domestic Violence improve these cases and get them reported? 2. Short Answer: Provide a short answer that summarizes the conclusion of the memorandum. Eliminating the Gender Bias in Law enforcement will help improve the Response to Sexual Assault and Domestic Violence cases and how they are handled. Thus, giving victims of all sexes courage to report their attacks with confidence that they will not be judged and heard. Improving the number of reports turned in by a larger number of all sexes respectfully. As well as providing them with necessary resources and handling their cases professionally and in a timely manner. 3. Statement of Facts: Describe how implementing these departmental policy changes will result in more effective policy-making. Implementing these departmental policy changes will result in a more effective policy- making process because doing so would implement a better process that is more comfortable for the victims to report their attacks and will enable them to be willing to go through the entire process of the system.
4. Discussion: Briefly discuss at least one recent example of a departmental policy (from law enforcement, the courts, or corrections) that has effectively been revised to take into consideration the various policy actors involved. Recently, the criminal justice system has updated their guidelines pertaining to improving law enforcement’s response to sexual assault and domestic violence as well as taking it upon themselves to identify and prevent fender bias. 5. Conclusion: Provide a conclusion based on the research you have done and the details you have gathered. My conclusion is that if we continue to improve and prevent gender bias in law enforcement and respond better to sexual assault and domestic violence cases, it will provide a better experience to those that report these incidents and guide them through the process comfortably without feeling judged or unheard due to their gender. 6. Recommendations: a. Explain how the changes you are recommending to your departmental policy will affect other policy actors, including those in the other branches of the criminal justice system. When implementing these changes, all other branches will have to adapt to this change and improve on how they prevent gender bias as well as improving their response to sexual assault and domestic violence. In better terms, improving the resources they can provide for these victims. b. Identify resistance to the recommended changes from other policy actors who may find the changes lead to potential conflicts with their own policies or agendas. In this particular situation, it would be rare to see resistance to the recommended changes. Because this goes in line with everyone. Because this could happen to anyone. Anyone in this situation would want to feel protected and heard and not judged for what transpired and the experience they had to go through. They too would want the report to be handled professionally and have confidence that something is being done to the attacker. c. In making your recommendations, include elements to your policy that, although not ideal for your department, will avoid conflicts with other policy actors and make a smoother delivery of criminal justice services in relation to the issue. I believe that putting others in the shoes of the victims or making a refence to their family and friends and the what if it was them type situations put out there on the table would really open their eyes, It would make them see how necessary these changes are and how they benefit in helping the victim along the way of the whole process and again give them confidence to report regardless of their gender and the situation at hand.
