POLS 3312 – State and Local Government Spring 2023 - Midterm Exam For the final exam you should answer a total of four of the questions below – both of the Group I questions, and 2 from Group II. Your responses should be at least 500 words, although up to around 600 words is better. If all 4 of your essays limp in at just over the bare minimum word count you’re probably not doing A-quality work. Spelling, grammar and clarity DO count, so if you need writing help please take advantage of the KSU Writing Center. Type your four essay responses into one MS Word doc (please, MS Word only, no other format) and submit it to the dropbox on D2L no later than 11:59 PM on Saturday March 4th. Put the question number and text of the question in your response. (No, the question is not included in your word count). Please put all of your essays into one Word doc, do not submit separately. Do not plagiarize your answers in any way or you will get a grade of zero on the exam at least, more likely an F for the course. I suggest running the plagiarism check in the D2L dropbox before you submit your exam. I also suggest not doing this at the last minute. Group I: (Answer both) 1. In Module 1 we discussed the importance of citizen advocacy. After reviewing the material imagine you have the task of persuading a friend, family member or associate to get involved in citizen advocacy. Tell me how you would make the argument. Make sure to explain to your friend both why advocacy is important, and how it is realistic to hope for a level of success, even for an ordinary person with no inherent political advantages (wealth, fame, etc.) 2. Module 2 focused on the importance of preparation for your advocacy campaign. Discuss the major steps in preparing for your campaign. How do strategic considerations come into play when planning and preparing for your advocacy campaign? Group II: (Answer 2) 3. Disagreements on the scope and authority of states and the federal government have been with us since the founding. Several clauses of the Constitution, plus several amendments have factored into these conflicts. Choose one of these clauses, or the 14 th Amendment, and give a detailed analysis of how that constitutional provision has shaped one substantive conflict over the power of states or the federal government. 4. Discuss why state constitutions vary from one state to another, and give a few examples of how state constitutions differ in terms of substance, policy or procedure.
5. Describe the state budget process. What are some of the various constraints on state budgeting, and how do they impact the process? 6. Explain the role and activities of legislatures. Describe the legislature’s job and responsibilities. 7. Describe how the powers of governors have changed over time. What caused these changes? What skills do you feel a governor needs to possess in order to perform his or her job well in today’s economic and political environment? Finally, in a couple of sentences, discuss why governors are often seen as potential presidential material, especially as compared to a Senator, Congressperson or business person.
