Interim National Security Strategy Guidance
The goal of the 2021 Interim National Security Strategy Guidance is to confront the challenges of today from a position of strength. The plan is to strengthen the United States’ economic fundamentals, defend our ideals domestically and internationally, restore our role in global institutions, modernize our military capabilities while prioritizing diplomacy, and renew America's unrivaled network of partnerships and alliances.
Part I: Discuss the challenges in Homeland Security and beyond listed in the Interim National Security Strategy Guidance (2021).
The INSSG declares that its most solemn responsibility is to protect the security of the American
people, which requires us to confront threats posed by great powers, regional opponents, violent and criminal non-state actors, and extremists, as well as threats such as climate change, infectious disease, cyber-attacks, and disinformation that know no national limits. It also discusses increasing economic prosperity and opportunity by reframing America's economic interests in terms of working-class families' livelihoods rather than corporate profits or national riches. This necessitates an economic recovery based on fair and inclusive development, as well as investments to promote innovation, improve national competitiveness, create well-paying jobs, restore key American supply chains, and increase opportunities for all Americans. It emphasizes the need of being dedicated to realizing and protecting the democratic principles that are at the heart of the American way of life. This entails more than merely maintaining power; it also entails reviving our democracy, upholding our goals and values for all Americans, and defending our values overseas, especially by uniting the world's democracies to resist challenges to free societies.
Protecting the security of the American people, expanding economic prosperity and opportunity, and recognizing and defending the democratic principles at the center of the American way of life are the three national goals identified in the interim guidance. China and Russia are the centers of attention, with China being referred to as an "assertive" power and Russia is referred to as a "destabilizing" force. Technology revolutions are viewed as elements that may have an influence on the countries' economic and military balances. The INSSG vows to hold any country, such as China, Russia, Iran, North Korea, and other regional actors, responsible for building a unified front encompassing America’s alliance, as well as upgrading and investing in NATO. Instead of using the military, diplomacy will be utilized to protect the interests of the US and its allies. To further common interests, the INSSG emphasizes the aim to enhance ties with the Association of Southeast Asian Nations, India, New Zealand, the Pacific Islands, Singapore, and Vietnam. It also emphasizes the need for international system reforms and attempts to reclaim America's leadership role in a number of international institutions and multilateral organizations.
Part II: Are there other challenges that the US should address that are not included? If so, what are they?
Homeland Security will always face challenges because threats are constantly evolving due to advancements in technology and the spread of negative ideologies from globalization. With a focus on our current reality, the INSSG has a solid foundation considering it was released early.
There will always be other challenges that need to be addressed, but I believe it’s fair to say it focused on the current issues at hand with other nations, but not domestic terrorism and extremism. Domestic terrorism, in my opinion, should be given more attention. The INSSG briefly touched on domestic terrorism and extremism with this statement, “democracies across the globe, including our own, are increasingly under siege” (INSSG, 2021). It was further explained as corruption, inequality, polarization, populism, and illiberal assaults to the rule of law have all pose a threat to free societies. The COVID-19 pandemic, the 2020 Presidential Election, the issues of racial inequality, nationalism, and nativism gave the world a highlight reel
of the issues and weaknesses in the United States which poses an even bigger challenge. I believe we cannot fix other countries' problems without addressing our own first.
