Case law, in accordance with Laureate Education (2016b), includes legal regulations resulting from judge-executed judgments made through legal appeals. Future legal disputes and court decisions will be guided by these legal norms. He was accused of attempted murder, kidnapping, and aggravated assault, for instance, in People of the State of New York v. Ralph J. Tortorici (Ewing and McCann, 2006). Despite having a long medical history, Tortorici, a paranoid schizophrenic, was able to purchase a Remington rifle. He barged into a university classroom on December 14, 1994, and scared the 35 pupils there. He wanted a meeting with the president, governor, and Supreme Court because he thought the government had implanted a tracking microchip into his body (Ewing and McCann, 2006). He also threatened his hostages' lives. One kid had a gunshot wound, while another received partial knife wounds. Police finally barraged the classroom and captured Tortorici. Two psychiatrists decided Tortorici was unable to stand trial shortly after his arraignment the next day. He was taken to jail and sent to a mental health hospital, where it was discovered that he had delusional, schizophrenic, and paranoid views. Tortorici refused all medication while he was incarcerated. The medical personnel noted that he had a good grasp of the judicial system and how it operated. After being in inpatient for ten weeks, he was deemed competent to stand trial. On February 16, 1996, following an hour of deliberation, the jury rejected his plea of insanity and condemned him (Ewing and McCann, 2006). After being incarcerated for three weeks, he tried to commit suicide. Tortorici worked for about a year. However, he cycled in and out of the mental health facility during the next three years. Mr. Tortorici offenses, convictions, sentence, and death all reveal the criminal justice system’s failure to manage mentally ill offenders and potential offenders in an acceptable manner (Ewing and McCann, 2006).
