San Bernardino City Unified School District houses one of the largest populations for students with moderate to severe disabilities within the Inland Empire. Over the past decade San Bernardino City Unified School District (SBCUSD) has sustained an influx of students who qualify for a moderate to severe special day classroom (SDC) setting and special education services. Effectively educating youth with moderate to severe disabilities is not a simplex task, as it requires multifaceted skillsets involving various special education professionals. Developing and executing a service delivery model that targets student’s individual needs, while simultaneously supporting students in strides towards life long goals is crucial. Carmack Elementary is one of fifty-two elementary schools within SBCUSD that only provides educational services to students with moderate to severe disabilities grades kindergarten through sixth. The community surrounding Carmack Elementary has been deemed high-poverty, indicating a vast majority of students who attend Carmack are presumed as low-income status. Lastly, a vast majority of students who attend Carmack Elementary qualify for the free and reduced meal program offered through the district.
New Harbor North High School has encountered several complications within the operation of their public school. The school is simultaneously gaining students requiring special needs, while experiencing a decrease in diverse teachers that are capable of addressing these needs. New Harbor North is losing experienced teachers due to funding shortages over that have increased over the past four years. The school is greatly impacted by the economic changes that are currently causing budget cuts and poverty within the community. Although the school is encountering difficulty amongst the school’s operation, the students are managing to excel at high rates compared to the school’s district.
This is an interesting topic/scenario because it is something that we deal with in a virtual school on a daily basis. Our student population changes more than almost any other school due to the fluid nature of our student population. We must ensure that we are providing services to students that come from a variety of states, schools, or homeschool situations. Right now, we have 32 new special education students starting school with us on Monday morning. It is challenging to say the least!
Chapter two describes the general education reform movement that has resulted in enhanced curriculum for all students. There has been a separate reform movement in special education that has also resulted in restructuring student placement and service delivery systems for these students. Most recently, the two reform movements are beginning to converge. The general education reform was started when a national commission report, A Nation at Risk, recommended educational improvements because U.S. students did not compare favorably in testing results with their counterparts in Japan and Germany. This has resulted in local school districts taking more direct responsibility for decision-making that would affect all students and has included a stronger parent role in advocating for change. Along with this type of school reform, there has been a focus on schools providing comprehensive services for students and families that face multiple hurdles so that families can have their needs met for social, mental and public health services and coordinated in a single point of entry- the school.

In their 2007 study, the weak correlation between attendance and credits earned for the SFAS group suggests that attendance may not be a useful outcome indicator for alternative schools that use a self-paced curriculum. These students continue to earn credits even when their attendance is low. (Franklin et al., 2007,p.141) There was a No Child Left Behind policy highlighted students must graduate in four years that impacted the study results. For this reason, SFAS must count students who take longer than the traditional four years as dropouts in their graduation rate (Franklin et al., 2007,p.141) Additionally, the researchers felt this choice allowed for comparisons between a large public high school and a smaller, academic alternative school was challenged to measure the results. The effort was made to match students on important characteristics, it is not possible to ensure that all threats to internal validity were removed (Franklin et al., 2007,p.142) The recommendation is in further study in specifically focusing on full time high school students who will attend the program. Exceptional students, kids with learning disabilities, ADHD, or emotional issues have many diversified options, which include full-time boarding schools, therapeutic wilderness programs, and design and technology based schools. Parents can send their child to the school that is best for the child, not just the school that is the most convenient.
After two years of working towards my Masters of Education and reaching the program’s end, I knew that I was not ready to stop engaging in productive discussions and absorbing innovative ideas to make my classroom an enlightened learning environment for all students. After studying how to teach students who are English Language Learners, I grew to develop my pedagogical ideas for how to create a suitable program to meet the needs of all learners and not just ELL students. The location of our school sits on the outskirts of Missouri. Our school serves students in the second through fifth (2-5) grades. Over thirty percent of our student population receives special education services and has an individualized education plan (IEP). Our administration team and teachers design instruction and assessments from our state’s standards. We incorporate instruction time and make it applicable to our students’ individualized learning needs. Alternative education was once considered a solution only necessary for children with special needs. As society changes, so does the prominence of issues within it. In our current society, education is mandatory in order for an individual to be successful in the future. Although this may seem like a simple task to accomplish, the generalized form of education is not sufficient for students who have different needs from the typical student. These needs can include disabled needs or special education, at risk or troubled needs, gifted and talented needs, or students who speak English as a second language. Alternative education schools and programs provide the individualized instruction that will help these students become successful. In order to ensure that these students will receive the education necessary for success, the privilege of alternative education needs to be used to its best advantage. If it is used efficiently, then more students will have a successful education and future, therefore it will positively impact the future of the world.
In my search for organizations that are involved with the system and the families surrounding it, my supervisor referred me to the School District of Philadelphia alternative schools. These are schools children are transferred to based on behavioral problems. Coming from the school district, I have already heard of these schools and knew some of the possible places to contact. Although I have previous knowledge, I decided to start at the school district office to get a list of all the alternative schools. This is where I hit one of the first barriers on my path of recruitment. The school district gave me the biggest run around, sending me from one office to another, then transferring me to completely different buildings and programs. No one seemed to have the answer. I wondered why the home office of all the schools did not have a list available of the possible alternative schools.
Alternative schools are another approach to assisting kids in need of academic assistance. These institutions are very much like the school-within-a-school setting because of its minimal student body. It has a sense of community and has the ability to offer support and flexibility for its students. Alternative schools focus on the specific needs of its students as well as maintaining a challenging curriculum that meets all state and federal standards.
