SUSTAINBILITY APPRAISAL 1 INTRODUCTION This report will provide the Sustainability Appraisal in relation to the findings of the Baseline Study conducted in October 2014. This is in accordance with Section 5 of the Planning and Compulsory Purchase Act 2004, and EU Directive 2001/42/EC, which indicate that a Sustainability Appraisal (SA) and Strategic Environmental Assessment (SEA) are required for Development Plan Documents (DPDs), produced as part of the Local Development Framework (DCLG, 2014). It is possible to conduct both through a Sustainability Appraisal. 3 SUSTAINABLE DEVELOPMENT Sustainable development is at the heart of the National Planning Policy Framework of 2012, and is defined as meeting the needs of the present without compromising the ability of future generations to meet their own needs. Sustainable development includes three key pillars- social, environmental and economic, however in reality these issues often overlap and do not fit directly into one category (Hopwood, Mellor and O’Brien, 2005). To ensure the concept of sustainable development is integrated into development plans, a Sustainability Appraisal (SA) shall be conducted which requires that economic, environmental and social matters are taken into account (Adur District Council, 2011). This integration will ensure that future development meets the needs of local people whilst ensuring a healthy economy and environment. 4 STUDY AREA The site area is located between Hillingdon Borough and neighbouring Ealing Borough. Hillingdon, covers roughly 42 square miles, and is made up of 22 wards with a population of 273,936 (Census, 2011). Ealing, covers roughly 55 square miles, and includes 23 wards with a total population of 338,449 (Census, 2011).
