Adam Smith thought that Political Economy considered as a branch of a statesman or legislator which propose two distinct objects which proposes to enrich both people and the sovereign. First, to provide a plentiful revenue or subsistence for the people or more properly to enable them to provide such a revenue or subsistence for themselves. Second, to supply the state or commonwealth with a revenue sufficient for the public services.
In the chapter I of this book, Smith criticizing the economy theory and policy come first before his thought about progression about public well-being wealth. First, Smith critizes about form of wealth in money (gold and silver). Wealth and money in common language are considered synonymous. Adam Smith critizes based on the fact that money is used as an instrument of trade or exchange in a state or between states. Also, it is used to command labor such as to maintain fleets and armies in distant countries which are the true measures of wealth. The benefits are two folds: first, this trade carriers out the surplus part of the produce of a particular country for which there is no demand at home, and brings back something else for which there is a demand. Second, it gives value to the surplus produce, which because of a lack of demand, would otherwise have no value. Foreign trade itself broaden the home market, and by introducing new goods allows the division of labor be carried out to the highest perfection. Adam Smith provides the example of the American colonies. He argues that it is not the discovery of gold and silver in those lands which has enriched Europe, but the provision of a new and ample market with which to trade.
