I believe that each of these agencies have a different definition for the term terrorism, because they each have different priorities, and focus on different jurisdictions. In my opinion, I feel that there is no universal definition of terrorism, because they do not want to involve any racism in it, they prefer to just blame, whichever person, or group is suspected of terrorism. Also violence in war must be equivalent or near equivalent to the injury suffered, for example a country cannot just use a weapon of mass destruction to win a war. Civilians should never be involved in the conflict of war and soldiers should avoid killing them.

In order to determine whether an action is a terrorist act or not, terrorism must first be defined. Terrorism is the use or threatening the use of violence as a weapon to influence a person or a group of people to change policies or influence decisions according to the terrorist’s desires. The terrorist can be a single person acting on personal wishes or a group of people with an ultimate goal. The goals of a terrorist are normally political, ideological, or religious in nature.
