Due to the subjectivity of rights, they differ between cultures, countries, and throughout time. The United States is not exempt from this issue: because there are unlimited interpretations of “rights” (what they are, who gets them, which are necessary), which leaves them up to debate. In the end, it’s congress (and occasionally the Supreme Court) who makes the final call. As a result of this subjective nature, the rights of citizens of The United States have been defined in the Constitution as well as its amendments.
