OBJECTIVE Our overall objective is to determine if the users of ORF for events involving food and refreshments complied with the authorized guest reporting and the participation ratios for Department of Defense (DOD) personnel per AR 37-47. BACKGROUND ASA (FM&C) has the delegated the authority to host official functions involving the use of ORF to the CG, USARPAC. Likewise, the CG has delegated this authority to his major subordinate commands. The CG and his delegated MSCs are also responsible for appointing a Certifying and Approving Officer (CAO) and a Representation Fund Custodian (RFC) to manage the expenditure of ORF. As such, ORF managers should limit personalized or unusual items to preclude obsolete and excessive inventory. This particular section states that, "The balance of an appropriation or fund limited for obligation to a definite period is available only for payment of expenses properly incurred during the period of availability, or to complete contracts properly made within that period of availability and obligated consistent with section 1501 of this title." Such approvals will be in writing and indicate the purpose, number of guests, and estimated cost. DoD Instruction 7250.13, “Official Representation Funds,” June 30, 2009, establishes policy, assigns responsibilities, and prescribes procedures for the use of appropriated funds for ORF.
