1. Executive Summary
This paper explores the deficiencies of the two briefs which are “Anyone can do HR” and “HR focuses on costs which must be controlled”. Obviously, these two briefs are one-sided. He can not fully understand the important position in the development of a enterprise.

In modern times, HR has been promoted to a high degree of enterprise development strategies and plays more and more important roles in the development of enterprises. In the modern business management, HR is the core position. It is important for a wise leader to consider HR as the main part and power of the management.

3.2 The functions of the modern human resource management

The modern human resource management has five functions as following:

1. Gain.

According to the goal of the enterprise, they should determine the conditions of the staff that the enterprise needs and obtain the staff through planning, recruitment, examination, evaluation, and selection.

2. Integration.

They make the unit, the goal, the behavior, and the attitude of the public together to satisfy the demand and idea of the enterprise by effectively integrate the culture of the corporate culture, information communication, iinterpersonal harmony and resolving conflicts to improve productivity and efficiency of the enterprise.

3. Keeping.

They should maintain motivation, initiative and creativity of employees, safeguard the lawful rights and interests, and maintain safe, healthy, and comfortable work environment to make the staff work happily.
