In this novel, it is clear who does not have power. The people do not have power. However, men have more power than women. The government makes it’s own decisions; no outside ideas are allowed to permeate. Although men are allowed to have jobs, women are not. The control the government has on the people, continues with the control the men have on the women. It’s through this hierarchy of power that the reader learns power shapes the novel as a whole.
