The documentary about the Californian Grim Sleeper presents the political corruption, substandard education, and apathy within impoverished communities. It portrays and analyzes how a community could allow for such crimes to take place. It shows that these problems are sustained through police corruption, absence of funding, and political embezzlement. These problems are exacerbated when the government does not pay attention to its own decomposing communities. The material conditions present within a substandard community ultimately create a cycle of poverty and crime when they are confronted. Schools within these dilapidated communities do not receive adequate funding for the essential tools of education. As industrialization in America has advanced, technological innovation has advanced with it. It is now fully possible to connect an entire school to a server, and allocate resources to individual computers. With this technology, Administrators can create a moderately censored, yet safe learning environment for children on the internet. The age of textbook learning has been slowly dying since the birth of modern technology. The internet is the forefront of education. While well funded schools (private schools and public schools in affluent communities) have thoroughly embraced this institution, the schools within impoverished communities have yet to do this. When a school begins to wither due to its lack of innovation, its funding is slashed and it is left to slowly die. The opposite is observed with new schools, for they receive the majority of a countieś education funding. The quality of the workers produced from these impoverished schools corresponds greatly with the money allocated to said schools. Today, we have advantaged schools and disadvantaged schools. Due to so many biases in the educational sector today, some schools are well equipped with the right resources and state-of-the-art infrastructure. Usually, these learning institutions are located in the rich neighborhoods or are privately owned by individuals. The opposite is the case for schools that are located outside this neighborhood. They are branded as poor schools, and they are left with poor infrastructure with less resources and sub-standard education because there are not enough teachers. Technology in these kinds of schools is too obsolete for students to benefit from it. The future of education depends on the responses or support from the government. The government needs to step in and improve the current state of our schools and equip them to increase the quality of education. Government needs to step up the need for teachers and encourage teachers in order to solve the problem of attrition rate in the public schools. The future of education in the United States of America is bright, but this entire problem, especially the attrition rate, will become a stumbling block to the growth of education. The budget allocated to the department of education should be increased enough for the school district to be able to counter the problem of attritional rate between teachers. These days’ different organisations are involved and are influencing the system when dealing with social problems. Firstly, the citizen’s individual’s participation to improve the wellbeing of the community. Secondly, the community they may represent the interest of a group, organisation and / or individuals. Lastly, the government they have the responsibility for legislation, social and economic planning, public policy and program, safety and protection of community members, etc. Government agencies invest and deliver services for the community such as: education and employment opportunities; secure, sustainable housing and infrastructure; and good health and wellbeing across the life course. These diverse services are provided to people across their life span and include: community development; early intervention services; advice and information; crisis support; and ongoing services. In society, things are not as they seem at times. The criminal justice system was created to help deter crime and to punish those who break the law. Laws are put in place to be fair to all citizens. Your economic situation, gender, race should not become a factor for you to be given “due process”. Years have come and gone and the crime rates increases and decreases with the years. There have been many senseless killings and everyone has their point of view as to the causes. The focal point of this report will be the findings from the readings of, “The rich get richer and the poor get prison by Jeffery Reimer and Paul Livingston”. I will discuss the causes of the rise and fall of the many different types of crimes ; why the rise and fall of crime rates; what contribution has the criminal justice and or police system has contributed whether positive or negative; and lastly discuss which economic group ends up in prison and why.
Students that live in a poor community often lack a good education because the community does not have the resources to allow the students to continue a good education. Students that are marginalized often lack the opportunity to a higher education because they are constantly being underestimated and not given the resources they need in order to be successful. The school-to-prison pipeline represents the policies and practices that push minority school children out of the classrooms and into the juvenile justice system. According to Best, “social problems are products of what people do” (Best p.14). When children are rejected from schools disciplinary actions and are now handled by the court system, most of these children will become criminals later in life. Chances are if a person does then he or she may also recall how these devices had become associated with drug dealers and gang bangers. Today, however, technology has become an essential need, a lifeline. While all these possibilities from providing increased educational funding to inner city schools seem to provide a solution to the educational difficulties, the underclass is a multifaceted problem with several contributing factors. For example, the issue of students dropping out of school is not only affected by simply the quality of their education and resources. The appealing allure of drug dealing and belonging to a gang, both behaviors that involve criminal actions that could lead to incarceration, severely entice students from finishing their education. Furthermore, many children lack familial support to complete school. Their families tend to consist of numerous high school dropouts, and, therefore, lack the knowledge that comes from past experience leaving the student at a severe disadvantage. Plus, some family members will even remove the students out of school themselves, because they view the school as a waste of time. Even more detrimental to the underclass are the longstanding problems of unplanned pregnancies, single parent families, racial discrimination, and welfare dependency. With all these contributing obstacles that build upon one another in mind, it may seem pointless to fix the educational issues, so why should society and the government still pursue this option?
Poverty and eviction is not only an individual dilemma but also a community problem. An eviction in one neighborhood has the potential to disrupt multiple neighborhoods, creating disorganization among the entire community. A community is supposed to be a symbol of stability and public expansion. However, in Evicted impoverished communities represented disorganization, lack of stability, and stagnant public expansion. Many of the individuals in the study did not rely on their communities or city programs to assist them because they knew they were inconsistent. Outreach programs and schools typically provide community support but when communities are in poorer neighborhoods that do not do well economically finding finances and volunteers making running the programs difficult. Instead of relying on community support, people relied on their own families or themselves. Issues occurred when individuals tried to assist each other while neither of them had the means financially or emotionally to support others. Because of lack of organization and support, many people felt distrust towards social institutions in the community (Desmond, 2016).

In today’s world people need to compete globally for jobs and one of the most important factors in getting a good paying job is education. However, even the best schools cannot overcome some of the obstacles placed in front of the students that walk through their doors. Poverty, chaotic home environments, discrepancies in exposure to technology, and lack of funding for schools all negatively impact the effort to educate children.
Adversely an effect of public schools to students’ is the culture of drugs and violence. "No matter where you are, parents want their students to be safe and secure… that might even precede a quality education…With drugs, gangs, and guns on the rise in many communities the threat of violence weighs heavily on most principals minds these days …Anyone who thinks they are not vulnerable is really naïve" (Durso). When parents send their children off to school they do not know who their child associates with. Those people may introduce them into drugs and violence of any kind. Technology has made great strides in the past 20 years. It plays a very important role in our lives today and even plays a critical role in the way students learn all over the world. Unfortunately, students now rely on technology instead of learning key fundamentals. Technology has replaced the need to learn and most answers are just a google search away. Technology has also become expensive and lower socioeconomic school districts have found affording the newest technology difficult because of their lack of funding. Technology is a great learning tool when used appropriately. The lower socioeconomic school falls behind in the expanding frontier of technology in the classroom because they cannot afford it compared to their counterparts and results in a gap in education. The development of technology in the classroom has caused students to fail the learning of fundamentals and has exploited lower socioeconomic school districts.
Community development around the world is being practised by various entities, addressing various socio-economic issues that are unique to different communities worldwide. According to Bhattacharyya (2004), community development initiatives are dominant in democratic countries.
