Mr. Scovanner and the Capital Expenditure Committee (CEC). The rank in order from best to worst is: The Barn, Stadium Remodel, Whalen Court, Gopher Place, and Goldie’s Square.
Attached to this document is a prepared ranking calculation that was created to best organize the five location options. To follow, will be the justification for The Barn as the top recommendation, alternative cases for the other four projects, and risks that can affect Target’s decision. In determining the ranking of the five proposals, there were both subjective and objective measurements. Based on both of the types of measurements, The Barn, was the top overall recommendation. As seen in the Ranking tab on the attached excel, the objective criteria included information from Exhibit 7 and the provided dashboards (Exhibit8). Most notably from the exhibits, The Barn has the lowest investment amount, highest IRR, and is in the top three for population and population growth. When looking at the provided dashboard information regarding the sensitivity analyst, The Barn is the least sensitive to percent changes in sales and construction cost. This is key for a new proposal in that The Barn offers the best protection against unforeseen circumstances that are out of Target’s control.
In addition to the objective rankings, The Barn is also the highest ranked when looking at subjective criteria. Having The Barn be realized

During their monthly meetings the Capital Expenditure Committee would generally review 10 to 15 capital project requests (CPRs). At the November meeting the committee would be reviewing 10 projects. Of these ten projects Doug Scovanner realized that five would be easily accepted, but the remaining five would be difficult choices for the committee. The five projects were Gopher Place, Whalen Court, The Barn, Goldie’s Square, and Stadium Remodel. These projects included four new store openings and one remodeling of an existing store into a SuperTarget format (Bruner, Eades and Schill). Each of these CPRs will be further analyzed based on the following criteria: NPV, IRR, size of the project, cannibalization of other stores sales, store sensitivities, variance of prototype, customer demographics, and brand awareness impact.
The home I chose to remodel is a 1957 ranch style, single family detached home with 1093 square feet on a ¼ acre lot. It’s the perfect starter home and has three bedrooms, two baths, and family room with hardwood floors throughout and tile in the kitchen and bathrooms.
