I am a Case Manager at Western Correctional Institution (“WCI”), employed by the Department of Public Safety and Correctional Services (“DPSCS”), Division of Correction in Cumberland, Maryland. I have been employed by DPSCS for over __ years. 2. I am familiar with the allegations by inmate James Houck, #421024, who is currently housed at WCI. 3. Mr. Houck has been housed on protective custody status at WCI since February 11, 2015. Traffic officers make decisions regarding the cell assignments for inmates, tier officer do not make housing assignments. To the best of my personal knowledge, I have located no institution records which reflect that at no time an inmate been placed into Mr. Houck’s cell to physically harm or sexually assault him. 4. Mr. Houck has never been housed on a tier or in a unit with a documented enemy while housed at WCI. Mr. Houck’s OCMS Enemy Alert & Retraction screen reflects that he has two verified enemies, Trenton Robinson and Corey Yates. Neither of Mr. Houck’s enemies is currently housed at WCI, Mr. Trenton is housed at the Patuxent Institution and Mr. Yates is housed at the Roxbury Correctional Institution. The OCMS Traffic history reflects no record of Mr. Yates having been housed at WCI in the last year. On Friday May 6, 2016 from 4:00pm to 12:00 am, I experienced a ride along with Placer County Sheriff deputy Nate Ferguson. Deputy Ferguson has been with the Placer County Sheriff’s department for 1 ½ years. Prior to that, he served as a police officer for 9 years with Citrus Heights Police Department. Deputy Ferguson’s beat for the night was basically The Greens and the surrounding area of Auburn from Dry Creek to Atwood on Hwy 49. The Greens is composed of low income housing, where drugs, exgang members and domestic violence is ramped. Auburn is also home to many transients and those on probation or parole. When AB101 became effective, Placer County probation became inundated with inmates from all over, even as far as Soledad State Prison. For example, last night as we were driving around scanning the surrounding area on Hwy 49 and Bell road, we both noticed a guy walking, wearing a trench coat and looked suspicious, so we stopped, and as deputy Ferguson got out of the vehicle to approach him, the guy kept on walking, in which he was about 50 feet ahead of him. Ferguson then ran, yelling for him to stop, but when he finally caught up to the guy, he was wearing headphones and didn’t hear him yell stop. Deputy Ferguson ran his ID and it came back that the guy was on parole for being a sex offender and was just released from Soledad. I watched Deputy Ferguson search this guy, he went through all of his pockets and up and down his legs
On 10/18/2016, at approximately 1840 hours, at the Durango Jail located at 3225 West Gibson Lane Phoenix, AZ 85009, upon working in Durango 8 Control, I noticed that the majority of the inmates in the housing unit were gathering around A-row for what appeared to be a fight. I notified my partner Officer Carroll B2173 that there was a fight going on in A-row. Officer Carroll then made a radio call to Security Control for additional officers and placed Inmate (S1) Meyers, Donald T281833 and Inmate (S2) Carter, Clay T310426 in handcuffs until additional Officers arrived. Durango 8 was called code 4 at approximately 1842 hours.
On 11/21/2016, at about 1421 hours, at the Durango Jail located at 3225 West Gibson Lane Phoenix, Arizona 85009, Inmate Knops, Anthony T309345 arrived to medical to see CHS Staff member Myriam CS298 for pain in his right side and back. PA Vanschill CH114 ordered Inmate Knops to be sent to Maricopa Integrated Health System (MIHS) located at 2601 E Roosevelt St, Phoenix, AZ 85008 via ambulance to rule out Rhabdomyolysis.

However, the community correction started out in the early 1970s as a place that inmate could go and get help upon re-entry to the community.
