On February 16, 2016, FSS Recruiter/Trainer met with Cassandra Calendar-Ray, Director of Virginia One Church, One Child to discuss possible future collaborative recruitment efforts with the local churches within the City of Newport News. Virginia One Church, One Child is a statewide adoption education and recruitment program. The organization is a part of the state’s collaborative efforts to reduce the numbers of children who languish in the public foster care system. On February 22, 2017, FSS met with Wawa’s manager to discuss future use of their community board to post resource parent recruitment materials. The manager approved and recruitment flyers were posted on the community board at all WAWA locations within the city of Newport News.

A child in foster care is defined as any child who has been removed from the custody of their parent(s)/guardian(s) by the juvenile court and placed in a group home or foster home. The child is under the direct supervision of a county probation officer or social worker. This is a partial definition/circumstance. The aim of this study is to evaluate the Adoption and Safe Families Act of 2007. This act provides children waiting in foster care with permanent families through adoption. The states increased the number and proportion of adopted children that received adoption assistance because the child had a special need. The article goes over administrative data that indicates that states more diligently recorded the special needs of children as well as post adoption financial support and assistants. The paper reviews how some states found themselves in the contradictory position of promoting adoption while simultaneously cutting post- adoption support. If a participant is an adoptee of an open adoption, they will be released from the testing. The reason why they would be released is because they still have a relationship with their biological family, yes, they are adopted and may have identity issues but they have knowledge of themselves through their biological parents. The “young” group will consist of the participants who answered 1 or 2 on question 1, and the “older” group will consist of the remaining participants. After the participants are separated into these two groups they will be given another survey to take. Canadians adopted 2,127 children from abroad in 2009, continuing an upward trend for a third consecutive year.” (Statcan.gc.ca, 2015) Whether adoptive parents are looking to adopt locally or internationally, adoption can be both an exciting and difficult process.

An open adoption consists of a certain amount of consecutive contact with birth and adoptive families. The adoptive and birth parents both have to agree and be on the same term of to what the birth parents' role is in future communication. The birth mother and father have to obey by the adoptive parents' rules about future communication. The adoptive parent has the right to say that they don’t want the birth parents to see the child during certain adoptions.
