Martin Proctor, a father of two, was recently accused of abusing his baby and eight-year- old daughters, placing them in Highland District Hospital. The children then were transferred to Cincinnati Children’s Hospital later being released and put under the care of Child Protective Services and placed in foster homes. During the stay at the hospital, the children had fractures of several bones, placed into a coma after having several seizures, and doctors found evidence of previous abuse. The father is currently held on a “50,000 bond and his case will go before a jury in the upcoming weeks. Foster child, Annalisa Carrion, was replaced from the non-kinship therapeutic foster home of Carmen Arvelo and Miguel Quiles (Ms. Arvelo’s husband) on June 22nd, 2015. A report was received on June 26th, 2015 with the allegation of laceration, bruises, welts, and inadequate guardianship regarding Annalisa Carrion against Miguel Quiles.
EREPORT # 18782 stated the following: The incident happened on 1/20/2016, evening. Joshua stated that his adoptive mother choked him when he accidentally closed the door on her foot in the doorway. When she heard her husband walking into the room, she turned on Joshua and said for him to stop - as if he had tried to harm her. I found out about the situation because the student confided. The child told the school personnel. This couple holds a current DHS Foster Home license. They have previously had children removed from the home due to similar incidents. IRTC spoke with assigned CPS, Tannisea Tracy, who reported that the subject child was interviewed today and she mentioned that she was raped twice by a previous foster father; subject child couldn’t recall who, where, or when the incident occurred. CPS was provided with no additional information pertaining to the extent of the incident or identifying factors for the perpetrator. CPS voiced that the subject child stated that she does not want to talk to CPS again. Subject child is residing in a psychiatric facility for suicidal ideation and is not currently in a foster home. At this time, additional information is required before this case could be enhanced to an IRT. CPS will attempt to converse with the foster care agency regarding the subject
The reporting party (RP) stated the foster mother Yolanda Walker recently began caring for foster child Kylie Jane' Davis age 3. According to the RP the child began exhibiting behaviors resident to sexual abuse. The foster mother stated the child would go into a fetal position during diaper changes. Initially the foster parent believes it was due to her new environment, however the behavior continued. Subsequently the foster mother spoke with the foster child's biological mother Teena Pitts who disclosed of finding her daughter sitting on her ex-boyfriends lap wearing no diaper or bottoms. Consequently the mother did not have the child examine.

Children who are living in environments that put them in harms way, depending on the situation are generally removed from their home and placed into a foster home in attempts to keep them safe (Carlson, Egeland & Lawrence, 2006). Common examples of Child Protective Service (CPS) referrals include physical abuse, sexual abuse, and psychological maltreatment (McWey & Mullis, 2004). In 2001 it was estimated that nearly 542,000 children were in foster care in the United States and that the number of children in foster care exceeded the number of available foster homes by nearly 30-40% (Carlson, Egeland & Lawrence, 2006). For many children in foster care, reunification with biological parent or parents is the ultimate goal (McWey, Acock & Porter, 2010). In the article, Kassin describes three types of false confessions: voluntary, compliant, and internalized. I believe that there are two types of false confessions present in the video, those being: compliant and internalized. I also think that the two types apply to both groups of young men. Compliant confessions take place when a suspect is anxious or nervous and is trying to escape a stressful situation and avoid punishment, I believe that this took place when after the boys were taken in and they were scared because they were only 14-year olds. I think that this situation is similar to the one discussed in the discussion post from last week, where all juveniles should have an adult present with them, preferably a lawyer. Internalized false confessions come from vulnerable suspects, which majority of juveniles are, and they confess because of highly suggestive interrogations.
